Food Security Project Manager

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people.  

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Our Ideal Candidate:

For this position we are looking for someone with a minimum of 3 years of experience designing and implementing FSL programming in a humanitarian/ recovery context. We are particularly looking for an individual with knowledge of the context in Syria. Additional useful skills include: experience with start-up, exit or similar programming; knowledge of agricultural practices and agronomy; processing; skills development and training; small grants management; and emergency food distribution.

Position Description: 

The purpose of the Food Security and Livelihoods (FSL) Project Manager position is to support NRC’s Syria Response Office (SRO) to implement a comprehensive FSL programs that improve food security and strengthen the self-reliance strategies of vulnerable households affected by conflict and displacement. The incumbent will also contribute to the realization of objectives under the Syria Resilience Consortium, which seeks to enhance livelihood opportunities of conflict affected Syrians. Specific responsibilities include:

1. Lead the start-up, assessment, and implementation, and close-out of food security and livelihoods projects in the designated geographical area
2. Contribute to the recruitment and selection of high quality staff, oversee the activities of the FSL team, provide direct supervision to FSL project coordinators, and facilitate staff capacity building objectives
3. Provide technical guidance to measurably improve the quality of food security programs, promoting nutrition sensitivity, sustainable natural resource management practices, and inclusive economic resilience building
4. Develop evidence-based programming approaches that draw from quantitative and qualitative data collection methodologies
5. Design and implement in coordination with the Area Programme Manager, appropriate M&E systems and tools to measure programme quality and evaluate the impact, cost-effectiveness, and relevance of activities.
6. Coordinate with local stakeholders and authorities, Food Security and Agriculture Sector actors, and other relevant coordination bodies
7. Serve as area coordinator for the Syria Resilience Consortium among locally operational INGO partners
8. Oversee all program management duties, ensure donor compliance for all activities, and interface with colleagues in the support section to ensure adherence to donor policies and internal procurement procedures
9. Reporting: direct program staff to complete timely and competent data analysis and effective presentation of findings, taking final editorial responsibility for all relevant reporting outputs
10. Accountable for protection mainstreaming in all FSL or related activities throughout the project-cycle.
11. Community Based Approach: develop methodologies and tools for community consultations, identification of immediate community needs, community action planning, implementation, monitoring and evaluation
12. Pilot, validate, and manage the deployment of cash based programming modalities within FSL projects
