1.      Organizational Context

 

 

a.    Organizational Setting

 

The post is located in the Standards Section of the International Classifications and Standards Division. This Section is responsible for organizing the meetings of the Committee on WIPO Standards (CWS), its Task Forces and workshops, the publication of their decisions and of the WIPO Standards and other related materials. The Section leads and supports the development and implementation of the Standards, promotes good practices of the Member States and other stakeholders in processing and exchanging intellectual property (IP) information and documentation, and provides global forum for all stakeholders to discuss issues on IP information and documentation and to find solutions collaboratively.

 

 

b.    Purpose Statement

 

The main role of the incumbent is to contribute to the formulation and implementation of WIPO's program in the field of WIPO Standards, including the lead and coordination of discussions for the development of WIPO Standards, the research and analysis of different needs and practices of Member States, the provision of technical advice and assistance for capacity building to IP offices on the matters related to WIPO Standards, as well as maintaining and widening contacts with IP user community.

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Head of the Standards Section.


 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Plan, organize and participate as resource person in the meetings of the CWS and its Task Forces, including the preparation of documents and proposals for consideration by the CWS and its Task Forces, and of their meeting reports.

 

b.   Lead and organize discussions of the Task Forces by the experts of various technical areas of IP information and documentation.

 

c.   Plan, develop, conduct and deliver CWS surveys regarding the IP offices' practices and other activities linked to IP information and documentation.

 

d.   Develop and maintain technical and training documentation in relation to WIPO Standards.

 

e.   Plan and manage the publication of WIPO Standards, CWS surveys and other related documentation on WIPO website and other publication platforms; liaise with other work units and external partners for enhancing operational effectiveness of the procedure and publication platforms, and ensure the regular review and updates of the WIPO Standards and related publication on the WIPO website and other media.

 

f.    Establish and maintain contacts with IP authorities of Member States, industry, research institutions and organizations, which provide IP information services, with a view of investigating the needs of users of WIPO Standards; identify opportunities to strengthen cooperation and promote WIPO services; and provide technical and procedural advice in matters relating to WIPO Standards.

 

g.   Keep abreast of developments in IP information and documentation worldwide, liaise with concerned work units throughout the Organization to coordinate efforts and identify opportunities for developing or enhancing WIPO Standards.

 

h.   Represent WIPO at meetings, seminars, training courses and exhibitions convened by Member States, industry groups and other stakeholders in relation to WIPO Standards.

 

i.    Perform other related duties as required.

 

3.      Requirements

 

 

Education

Essential

First-level university degree in science, engineering, information technology, laws or other closely related fields.

 

 

Experience

Essential

At least six years of progressive professional experience in industrial property information and documentation, including WIPO Standards, in a national, a regional or an international organization.

 

Desirable

Experience in coordinating meetings at international level.

Experience in the preparation of documents relating to industrial property information and documentation.

 

Language

Essential

Excellent written and spoken knowledge of English.

 

Desirable

Knowledge of other official UN languages.

 

Job Related Competencies

Essential

Good knowledge and understanding of IP information and documentation.

Excellent knowledge of WIPO Standards, including their implementation and revision procedures.

Comprehensive knowledge of IP data structure and business workflow.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2018 rate of 80.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
