Management Sciences for Health (MSH) is seeking a Health Director for a potential 5-year program in Juba, South Sudan, expected to start in July 2018. The program involves managing the multi-donor Health Pooled Fund 3 (HPF-3), which is expected to have a total value of GBP 422 million, under a contract arrangement with the UK’s Department for International Development (DFID). The purpose of HPF-3 will be to save lives and reduce morbidity by improving the health and nutrition status of the population. HPF-3 is expected to include grant award and management for up to 20 NGOs across 8 of South Sudan’s former 10 states as well as procurement and distribution of essential medicines and supplies.

OVERALL RESPONSIBILITIES

This senior level position will be responsible for all HPF3 program and technical direction, ensuring that staffing is aligned with HPF3 vision, goals, and plans to achieve program results. With guidance and support of the Project Director, the Health Director will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between project program areas. The position is expected to interact regularly with other HPF-management team members, government technical counterparts at the national and sub-national levels, as well as with NGOs contracted to implement relevant activities. S/he will set a positive tone for the entire project and inspire staff to achieve timely delivery of services to the clients we serve including but not limited to organizing and awarding grants to NGOs, timely producing high quality documentation of information and lessons learned for local audiences, as well as coordinate development of technical reports for HPF donors.

SPECIFIC RESPONSIBILITIES

  • Provide overall technical leadership oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to country specific donors and MSH headquarters.

  • Coordinate project technical liaison and collaboration with the Government of South Sudan, partners, donors, and stakeholders, including MSH headquarters. Maintain an MOH / HPF3 relationship that engenders trust and respect and build DfID’s confidence in MSH’s ability to get the job done.

  • Serve as a member of the South Sudan HPF Leadership Team.

  • Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in South Sudan, as well as the support team members in MSH HQ.

  • Ensure effective coordination is established and maintained with the relevant MSH country Operational Support Team (OST), NGOs, and MOH counterparts at the national, state and county levels.

  • When appropriate, act in place of the Project Director.

  • Advise the Project Director in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners including on external sourcing of human resources and consultants.

  • The Health Director will set technical direction and coordinate related annual work plan development, implementation, and review. S/he will ensure alignment with related frameworks and strategies, national and donor strategies in each country. S/he will identify opportunities for integrated planning and implementation creating synergies between various program technical areas.

  • The Health Director shall guide and coach project staff in leveraging project and community resources through the establishment and maintenance of partnerships and networks.

  • Contribute to a knowledge management system where the HPF’s values permeate through our partners to reach beneficiary communities, and the learning from grassroots and implementation is documented and shared to influence new programming.

QUALIFICATIONS

  1. Advanced degree at the masters or medical level in public health or other appropriate area is required.

  2. Minimum of 10 to 15 years’ relevant experience in the implementation and senior level management of large health projects with combined experience in two or more technical areas such as: (MCH, FP/RH, HSS, health service delivery, nutrition, WASH).

  3. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, government counterparts and donor organizations.

  4. At least 5 years of supervisory experience. Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.

  5. Experiencing working in a fragile or conflict-affected state with a similar operational environment to South Sudan.

  6. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

  7. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

  8. Fluency in English required.
