OBJECTIVES OF THE PROGRAMME

The division is responsible for the technical areas listed under Disabilities and Rehabilitation (DAR), Health and the Environment (HAE), Reproductive, Maternal, Newborn, Child and Adolescent Health (MCA), Mental Health and Substance Abuse (MHS), Noncommunicable Diseases and Health Promotion (NCD), Nutrition (NUT), Tobacco Free Initiative (TFI), Violence and Injuries (VIP). The objective of the programme is to provide leadership and action and to support Member States in attaining a greater level of awareness for the promotion of physical and mental health and the prevention of premature death and disability by addressing key health-related social, environmental and behavioural risk factors and determinants. This programme will respond to the needs of the population in the aspects of healthy lifestyles and sustainable environments; household, family community and multi-sectoral action; as well as health governance and whole of government approaches to health promotion and protection, disease prevention and control and rehabilitation.

DESCRIPTION OF DUTIES

1. To advise the Regional Director and the Director, Programme Management on all technical, policy-oriented and otherwise strategic matters regarding the Member States' public health mandates in the programmes coordinated by the Division of NCD and Health through the Life-Course (DNH);
 
2. To ensure that the Division's technical cooperation is consistent with Western Pacific Regional Office's organizational goal and principles and is contributing towards the Organization's corporate strategies;
 
3. To collaborate with other Division Directors on technical, administrative and financial matters of common interest, as well as serve as a member in the Regional Director's advisory committee (Cabinet), the Programme Committee and other committees as assigned by the Regional Director;
 
4. To coordinate and supervise the units within DNH\: DAR, HAE, MCA, MHS, NUT, NCD, TFI and VIP through providing strategic direction and technical leadership, prescribing work processes and driving the execution of plans and programmes, and fostering greater cross-linkages and synergy between and within units;
 
5. To stay abreast of key health concerns and utilizes knowledge and expertise to systematically analyze issues, overcome obstacles and make key decisions;
 
6. To actively secure opportunities to build partnerships across an extensive network of contacts including with donor partners and other key players in health; to collaborate with this network to set objectives and implement programmes, in order to leverage ideas, promote mutual values and obtain resources and funds; to proactively influence, and incorporate plans with other functional units within and beyond the Regional Office, including external partners and WHO Headquarters;
 
7. To shape the long-term capacity building programme of Member States; to oversee the approach and tactics of the WHO team; to take responsibility for self-development and influences the professional growth of others, so as to maintain and elevate both personal and team standards of competence and credibility; as such, to ensure accurate, comprehensive and timely practice of the performance management and development system for all staff;
 
8. To oversee and provide overall direction in all advocacy and communication activities of the division, with the goal of influencing policy-makers and helping establish effective health practices in all sectors of society; to offer technical input as necessary; to present technical briefings to ensure accurate and consistent delivery of corporate messages and WHO advice by division staff members;
 
9. To lead, direct and manage the division; to build and nurture a competent team by securing the best resources, allotting learning opportunities, providing ongoing coaching and feedback and setting up an enabling environment geared towards productivity and results; to set clear performance expectations, delegate effectively, and monitor and measure progress against objectives; to helps team members remove barriers and constructively deals with diversity and change, and established collaborative relationships based on respect and sensitivity; to build trust through own authenticity and follow-through on commitments; and
 
10. To perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced degree in medicine, public health or social science from a recognized college or university.
Desirable\: Public health or related training.

Experience

Essential\: More than 10 years of international public health experience.
Desirable\: Working experience in both developing and developed countries, including experience in public health or related fields.

Skills

1. Sound knowledge of the specific or technical area of public health;

2. Health planning experience at operational, sub-national and national levels, with political and technical elements;

3. Excellent management, negotiating, communication and team-building skills;

4. Experience and proven track record in capacity building through multiple methods, including training, mentoring and example setting;

5. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 97,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3130 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
