Background

Concern has been working in Pakistan since 2001, implementing resilience, relief, recovery, and development programmes with a geographical focus on extremely poor and vulnerable areas. Concern’s core sectors of work in Pakistan include Water and Sanitation and Hygiene (WASH), Food and Livelihoods Security, Health and Nutrition, Community Resilience (Disaster Risk Reduction and Community Based Disaster Risk Management), and Education.

Concern has been implementing integrated nutrition specific and sensitive interventions in drought affected areas of Umerkot and Tharparkar (Sindh) since 2010. Our main objectives of the drought and malnutrition response projects are to improve maternal, new-born and child health, prevent under-nutrition and extreme hunger, strengthen environmental health and hygiene, provide emergency healthcare, strengthen systems and build capacity. Recently, Concern in partnership with World Food Programme (Lead) was awarded funding from ECHO to pilot the CMAM Surge approach in the Umerkot District, Pakistan. The project started in October 2017 and will run for 12 months. Given this is a pilot initiative, Concern Pakistan is looking for technical support on CMAM SURGE approach in order to effectively deliver expected outcomes as envisioned from the pilot phase.

More specifically, the consultant will be required to:

· Support Concern Pakistan in reviewing and adapting the design and activities of CMAM Surge, including adaptation of the existing CMAM Surge global guide and steps to the Pakistan context

· Support building the capacity of project teams on the CMAM Surge approach and formulate plan for setting up CMAM Surge in the health facilities across the target area/s

· Support setting up of coordination structures across partners at District level and National as appropriate to ensure health facilities receive the support they require if and when caseload thresholds are passed

· Support development of a plan to document the process and learning and criteria to determine if/ how expansion/ scale-up to other Districts is appropriate based on outcomes of this pilot.

Outputs/ Deliverables

· Key stakeholders including government staff have a solid understanding of the CMAM Surge approach

· The global guide and tools are well adapted to the Pakistan context and ready for use in this context

· A Coordination/ Steering Committee at District and National level is established with a clear ToR

· Criteria for assessing the success of the CMAM Surge pilot and feasibility / appropriateness of scaling up further are outlined.

· To formulate a strategy for smooth implementation of the CMAM Surge in one district and with a scale up plan to expand the programme to other areas, as envisioned by ECHO.

Lines of Communication

The Consultant will work closely with Senior Health and Nutrition Advisor and will report to Country/ Programmes Director for her/his duration in the country.

Timeline

Two weeks starting as soon as possible. Given the amount of time required to obtain visa and associated logistical planning, the identified technical advisor / Consultant would be required to apply for visa as soon as possible.

Remuneration

Payment will be made by bank transfer, based on the following schedule:

· 50% following arrival in country.

· 50% on completion of the above deliverable

Working arrangement

While in Pakistan, consultant will work from Concern Worldwide Provincial Office at Hyderabad, Sindh with travel, if required, between provincial/ country offices and field areas.

Essential and Desirable Experience/Qualifications

ESSENTIAL

 Masters Degree in Nutrition/Public Health Nutrition or clinical degree with MPH

 At least 7 years of progressively responsible work experience in the area of CMAM, with a minimum of 4 years working internationally in technical management in the nutrition sector

 A strong understanding and relevant experience in CMAM SURGE approach

 Proven ability to design and provide TA for health system strengthening programs,

 Experience in emergency settings or complex environment

 Experience in managing donor and working with government (especially with Ministry of Health), development agencies, and International NGOs

Excellent written and oral skills in English language

Desirable

 Experience working in Pakistan

 Ability to travel to Pakistan at short notice following the completion of the consultancy recruitment procedure.
