Background

Sixty-five countries have accessed Global Environmental Facility’s (GEF) Biodiversity Enabling Activities (BD EA) funding through UNDP with the aim of updating their Sixth National Reports (6NR) to the Convention of Biological Diversity (CBD). The “Support to Eligible Parties to Produce the Sixth National Report” (6NR) project objective is to provide financial and technical support to GEF-eligible Parties to the CBD in their work to develop high quality, data driven 6NRs that will improve national decision-making processes for the implementation of NBSAPs; that report on progress towards achieving the Aichi Biodiversity Targets (ABTs) and inform both the fifth Global Biodiversity Outlook (GBO5) and the Global Biodiversity Strategy of 2021 – 2030.The CBD Secretariat has prepared a reference manual that complements guidelines for the 6NR and is intended to assist Parties in preparing their 6NR by the reporting deadline, in accordance with decision XIII/27  and Article 26 of the Convention. The reference manual provides suggestions on the types of information Parties may wish to include in their 6NR and sources of information they may wish to draw on. This includes other reporting and assessment processes related to biodiversity, such as those related to other biodiversity-related conventions and multilateral environmental agreements, as well as relevant information managed or maintained by international organizations. The CBD 6NR information portal can be accessed here: https://www.cbd.int/nr6/.  This project includes trainings and capacity building opportunities that are based on the information provided in the 6NR reference manual, and that are developed and executed in close collaboration with the CBD Secretariat and UN Environment. The project will also support Parties to assess each national target using a stakeholder consultation process, and to participate in a technical review process. The project team will provide on-demand technical support to each country participating in the project to ensure that each 6NR is high quality, gender-responsive and data-driven. This will help to ensure the preparation of a comprehensive 6NR and create ownership of its conclusions.UNDP is seeking a French-speaking Junior Consultant to provide Global Policy and Capacity Building Support to the project team, including support for communications, planning, coordination, implementation, monitoring, capacity development, partner liaising, evaluation and reporting.

Duties and Responsibilities

Provide support to the Project Team, with an emphasis on the French speaking countries in the project portfolio, on communications, knowledge management, organization, content development and data tracking, and monitoring and evaluation.Expected Tasks:

  • Support the Technical Project Advisor (TPA) and the project team with populating, maintaining and moderating content on the NBSAP Forum website 
  • Support the TPA to develop a capacity building material, such as webinars, online courses and guidance on 6NR-related tools, including gender mainstreaming and women’s empowerment, and how to incorporate indigenous and local communities, and the poor and vulnerable into the implementation of 6NR strategies and actions, including topics, dates and speakers for webinars, online courses and guidance.
  • Support the TPA on communications work related to the above point, including the of drafting press releases, talking points, preparing PowerPoint presentation drafts, preparing tweets, blogs and video messages related to the capacity building materials, text and photos, photo essays for NBSAP Forum website, Twitter account, as well as the translation of communication materials into French as needed.;
  • Conduct focused literature review and research related to biodiversity conservation and gender;
  • Define, gather, organize and analyze key data related to 6NRs;
  • Support preparation of the annual project reports for the 64 countries;
  • Develop and document best practices and lessons learned from across the UNDP portfolio, including developing best practices related to gender mainstreaming;
  • Disseminate best practices from the Fifth National Reports (5NR) to provide guidance for the 6NR; and ensure the wide dissemination of such information with partners; 
  • Coordinate and support the development of capacity building materials to support parties, including the incorporation of the principles of gender mainstreaming into 6NRs in English and French;
  • Collect and analyze key data related to 6NRs and gender, and ensure the 6NR are gender-responsive (peer-review);
  • Prepare and share content for NBSAP Forum, including events, publications, job offers and learning opportunities and share all recording of webinars and training sessions organized by UNDP and CBD on the NBSAP Forum;
  • Using UNDP’s existing portfolio of work, develop case studies that showcase the necessity/benefits of
  • mainstreaming gender into biodiversity conservation projects, as well as document the intersection
  • between gender and IPLCs during the implementation of national conservation plans;
  • Work in the French language to support all aspects of 6NR projects and liaise with the French speaking countries on issues related to project implementation, learning and knowledge sharing, including drafting publication, online courses, webinars facilitation; and 
  • Support the Spatial Planning team with gathering data and ensuring countries have access and understand how to use MapX and related tools 

Key Outputs: 

  • Prepare and disseminate content for the NBSAP Forum, in both English and French;  
  • Improve the capacity of the countries to submit a high quality, gender-responsive and data-driven 6NR by supporting the provision of targeted technical support and capacity building materials.
  • Conduct research and focused literature review on technical topics that improve the ability of countries to develop their 6NR. 
  • Gather and analyze data from participating countries related to preparation of the 6NRs and use it to support the development of project progress reports, donor reports, trainings and presentations. 
  • Development of case studies to showcase mainstreaming gender into biodiversity conservation projects, as well as measures that result in the achievement of other ABTs.  
  • Coordinate the development of develop a capacity building material, such as webinars, online courses and guidance on 6NR-related tools, including gender mainstreaming and women’s empowerment, and how to incorporate indigenous and local communities, and the poor and vulnerable into the implementation of 6NR strategies and actions, including topics, dates and speakers for webinars, online courses and guidance.
  • Coordinate the update of technical tools with the 64 countries supported by this project, with an emphasis on French-speaking countries. 
  • Maintain an up-to-date 6NR section of the NBSAP Forum, with an emphasis on best practices, resources and forum dialogue related national reporting.   

Schedule of Payments:

Payments will be released in monthly installments, upon submission of a time sheet and monthly progress report on completed tasks certified by the reporting officer. Summary of specific tasks will be agreed with the Supervisor at the beginning of each month.

Required Skills and Experience

Academic Qualifications/Education: 

  • A Bachelor’s degree in environmental management, social/political sciences, international relations, gender or development policy or other related expertise areas/ Criteria A (max 10 points)

Experience: 

  • One year of experience with national biodiversity planning, reporting, or other key elements of the CB Strategic Plan for Biodiversity;/Criteria B (max 20 points)
  • One year of work experience with content development, conducting research, summarizing material, data tracking or literature review/ Criteria C (max 10 points)
  • Experience with the website content management, visual design and technical support, is a must/ Criteria D (max 5 points)
  • Experience with the UN system or a related organization is an advantage/ Criteria E (max 5 points)

Language skills: 

  • Excellent oral and written communication skills in English/ Criteria F (max 5 points)
  • Excellent oral and written communication skills in French language/ Criteria G (max 5 points)

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation. Only the top 4 candidates who would be found qualified for the job will be considered for Interview and further for the Financial Evaluation.Technical Criteria - 70% of total evaluation – max. 75 points:
