Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of the Office for Verification in Iran is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that a State is complying with their nuclear safeguards commitments. The Office implements a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions. In addition, the Office is responsible for implementing verification and monitoring activities of the Iran nuclear related commitment set out in the Joint Comprehensive Plans of Action.


Main Purpose

The Senior Safeguards Technology Expert (Enrichment) leverages his/her understanding of the various aspects of sensitive science and technology related to isotope separation, particularly with application to uranium enrichment technology issues, to deepen the IAEA's understanding of nuclear proliferation concerns related to both indigenous R&D and technology transfer and trading. He/she provides expertise in the field, evaluates related information and advises on verification of nuclear proliferation issues related to his/her expertise.


Role

Reporting to the Section Head, the Senior Safeguards Technology Expert (Enrichment) is (1) a technical expert in the specialized field in the area of nuclear sciences and technology; (2) a key contributor in the analysis and preparation of NTF and reports in support of the State evaluation, as a senior technical expert; (3) an adviser to senior levels for consultations and investigations arising from ad hoc requests generated from headquarters and in-field; and (4) a liaison, as appropriate, with representatives of other safeguards divisions, IAEA departments and Member States on issues of his/her expertise.


Functions / Key Results Expected

The Senior Safeguards Technology Expert (Enrichment)\:

- Provides technical evaluation of State declarations and all relevant information, participates in departmental working groups, prepares technical reports and advises on the isotope separation, particularly with application to uranium enrichment technology and safeguards related issues.

- Provides authoritative technical expertise on isotope separation and advice concerning possible nuclear proliferation issues, inter alia, related to\:

• Isotope separation particularly that related to uranium isotope separation using gas centrifuge technology;
• Centrifuge technology (important parameters of a centrifuge, materials used & limitations, fabrication methods, knowledge of basic principal behind how a centrifuge works);
• Typical R&D activities for a gas centrifuge programme;
• How centrifuge technology is used in cascades including some ability to assess likely performance on basis of operator declarations;
• How an operator might configure cascades for higher enrichment or other possible misuse of isotope separation plants;
• Typical activities one might see in gas centrifuge manufacturing workshops;
• Typical plant equipment required for isotope separation;
• Nuclear Fuel Cycle & awareness of UF6 handling issues that the operator will have;
• Laser Separation (methods and status);
• Other Separation methods - historical and possibly future.

- Guides, reviews and evaluates the work with technical consultants on specific analytical and development projects.

- Plans, implements and reports on verification activities at headquarters and in the field, as appropriate.

- Oversees the work of more junior colleagues, acting as a mentor and supporting their development, and developing mechanisms to support collaborative working within the team.

Qualifications, Experience and Language skills

Master's Degree - Nuclear science or engineering, chemistry, physics or electronics/instrumentation/computer science or related field, supplemented by in-depth theoretical and practical training in the uranium enrichment areas relevant to safeguards.

- At least 10 years of relevant experience in civilian or military nuclear industry, including experience in non-proliferation and extensive knowledge of proliferation issues.
- Extensive experience in the field of science and technologies related to isotope separation, particularly with application to uranium enrichment at an R&D and industrial production scale;
- Proven experience in and knowledge of procedures for handling sensitive technical knowledge and issues on a State level.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45851, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
