1.      Organizational Context

 

 

a.    Organizational Setting

 

The post is located in the Conference and General Services Division of the Administration and Management Sector.

 

 

b.    Purpose Statement

 

The Conference and General Services Division is responsible for delivering efficient and cost-effective conference services, printing, and mailing services in support of WIPO's objectives. It is also responsible for WIPO's records and archives management, and for developing Organization-wide knowledge management strategies.

The incumbent is in charge of the delivery of efficient and effective conference and meeting services at WIPO headquarters and abroad and is responsible for the development, provision and modernization of all related support services, ensuring high standards of quality in the execution of those services.

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Assistant Director General of the Administration and Management Sector and advises him on all policy and operational issues regarding all of the above services. 


 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Direct the Division's portfolio of work and take overall management responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with the results-based management framework, underpinned by key performance indicators.

 

b.   Monitor and analyze the patterns of demand for services and make recommendations to senior management to ensure cost-effective delivery of conference and general services including delivery of work in-house or through outsourcing (right-sourcing); oversee their implementation within the Division.

 

c.   Research, negotiate, formulate and implement solutions to issues affecting the infrastructure, logistics and delivery of the Division's services; keep abreast of new technologies and identify opportunities for innovation; consult with the relevant services with a view to improving, enhancing and modernizing working methods.

 

d.   In partnership with other senior managers, drive the development and implementation of integrated strategies, policies, processes and IT tools for transforming the management of enterprise content at WIPO in order to accelerate business efficiency, knowledge sharing and innovation. Oversee corporate records management policies and procedures. Lead organizational culture change strategies to support enterprise content management and knowledge sharing.

 

e.   Manage staff in terms of performance, career planning, training and mobility; foster a working environment that combines individual responsibility and team work and that promotes the achievement of individual and team objectives in line with the agreed workplan of the Division. Provide support and authoritative advice on the handling of complex and contentious issues ensuring the application of, and compliance with, approved rules and procedures.

 

f.    Monitor the proceedings of bodies, organs and committees and analyze the impact on the workload and overall services provided by the Division.

 

g.   Coordinate, liaise and maintain good relations with delegates from Member States, including Permanent Missions, inter-governmental and non governmental organizations.

 

h.   Represent the Organization and provide substantive expertise and advice at international, regional and national meetings.

 

i.    Perform related duties as required.

 

 

3.      Requirements

 

 

Education

Essential

Advanced university degree in business or public administration, management or related discipline. A first-level university degree plus two years of relevant experience in addition to the experience required below may be accepted in lieu of the advanced university degree.

 

 

Experience

Essential

At least 15 years' relevant professional experience, including in areas of conference/events management, information/knowledge/content management and operations management.

Experience of managing major organizational change projects.

Experience managing a large and diverse team of staff.

 

Desirable

Experience in several or all areas of responsibility in a large multinational organization.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Good knowledge of written and spoken French.

Knowledge of other UN languages.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2018 rate of 80.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
