In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. Mauritania, officially the Islamic Republic of Mauritania, is a country in the Maghreb region of North western Africa. It is the eleventh largest country in Africa and is bordered by the Atlantic Ocean to the west, Western Sahara in the north, Algeria in the northeast. Mauritania has a mixed Arab, Berber, Peuls, Wolof and Soninke population of 3.4 million inhabitants (in 2014), about one third of its people live in Nouakchott, the capital and largest city, situated between the dunes and the ocean. Services and infrastructures that have been improving lately. The healthcare system in Mauritania mainly consists of administrative centers and emergency health facilities. The healthcare system in the country is predominantly public, however, over the past decade the private medical sector has experienced a steady increase. The country has hospital in all the 15 regions. Some of those hospitals are suitable for medical emergencies; however they are not fully equipped to house inpatients. The UN system has a list of hospital and private structures for the needs of the UN staff and families. There is a lack of adequate schools in the country. However, they are two main international schools (French and American). Mauritania does not have any particular security problems. Violent crimes are rare in Mauritania. Nonetheless expats, particularly women should avoid travelling alone at night and getting taxis alone as assault can be 23 Mar 2018 Page 1 of 5 an issue with women, particularly foreigners. They are plenty restaurants and an important community of expats. Nouakchott has a Saharan climate. Daytime temperatures exceed 38 degrees Celcius (100° Fahrenheit) during the day, however the morning and

nights are cool. No particular vaccine is required to enter Mauritania. However, having an updated vaccination certificate is

recommended. Visa entry is easily acquired at arrival in the airport for one month then WHO travel service will provide with a

diplomatic residency card.

Organizational Context & Project Description

WHO's main goal is to improve health for all people in the world. Through offices in all member countries, WHO staff work alongside

governments and other partners to bring all people to the highest level of health.

WHO in Mauritania signs strategy of cooperation with Mauritanian government in which both parties have agreed on the availability

of health data for better decision-making.

The Expanded Program on Immunization (EPI) was launched in Mauritania in 1977 to immunize children between the ages of 0 and

11 months against tuberculosis, polio, diphtheria, tetanus, whooping cough, hepatitis B and Haemophilus influenza type b

(Pentavalent vaccine), and measles; and to immunize women of child-bearing age (14-44 years) against tetanus.

Despite improvements in immunization coverage during the last five years (>20% increase), a high immunization dropout rate

(>12% in Nouakchott), poor quality of immunization records at health facilities, and high mobility of caregivers resulting in

administration of immunizations at multiple locations are obstacles to accurate child immunization records and tracking of

immunization cycles. EPI staff still use paper-based registries to record immunization data at health facilities, before entering it into

Excel-based software (DVD MT) and transmitting it to the central level. Mauritania introduced DHIS2 in 2016, but it remains in a pilot

phase, covering just 10 of 55 districts.

Nouakchott, the capital and economic center of Mauritania, is divided into three regions (Nouakchott south, Nouakchott north,

Nouakchott west) and has a population of 1,116,740 (29% of the national population), with city slum residents accounting for more

than a quarter of Nouakchott inhabitants. The infant (<12 months) population for Nouakchott is 38,028 (3.4%), and BCG vaccine

coverage is 68% for Nouakchott south, 74% for Nouakchott north, and 178 for Nouakchott west.

WHO is supporting the country to implement the Unique Identifier card for children. Enrolling children (starting with children in

Nouakchott) in the digital identifier project will enable EPI to (1) issue a digital card with an embedded unique identifier to each child

upon their first immunization contact, (2) record immunizations, biographical data and caregivers’ telephone numbers on the digital

card, (3) transmit immunization data for each registered child (individual data) to the main server, other networked card-reading

terminals, and the existing DHIS2 platform, (4) track children’s immunization schedules and notify caregivers when their next round

of shots is due, (5) enable healthcare providers to pull up immunization history (date and place of immunizations received) for their

clients, and (6) map at-risk children living in slums to ensure they complete their immunization schedules.

Task description

Under the direct supervision of Expanded Program on Immunization officer, the UN Volunteer will undertake the following tasks:

Participate in the project design and development of the unique identifier card project for children in Nouakchott.

Participate in creating the necessary conditions to ensure the relevance of the activities of the project through the creation of

a pool of experts and a database, to facilitate their management according to objectives sought for the smooth

implementation of the project;

23 Mar 2018 Page 2 of 5 Participate in the selection of these experts and complete all the necessary procedures regarding their recruitment, relocation and remuneration.

Help to identify key technical and financial partners in the country (in consultation with Headquarter and Regional Office

resource mobilization teams) for resource mobilization.

Participate in coordination meetings of WHO and with partners such as Master Card and Gavi Alliance;

Contribute proactively to negotiations for fast agreements between WHO and potential donors such as master card and Gavi

Alliance.

Participate in the monitoring of expenditures to see if they are aligned with terms and conditions outlined in individual

agreements with partners;

Participate in logistics management of the overall project implementation.

Participate in the analysis and reporting of the project.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby

reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type

and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,

orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or

her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s

skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:

Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time

management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.

Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the

technical areas that are relevant to the UN Youth Volunteer’s assignment. The host agency will provide, at its expense, UN Youth

Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel.

Conditions of Service:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities,

transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to

the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1,282. The VLA base rate is a global rate, while

the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN

23 Mar 2018 Page 4 of 5 Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org .

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if

applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful

candidate.
