IDLO IN MYANMAR 

Since 2013, IDLO has been working simultaneously to strengthen justice institutions to uphold the rule of law and protect human rights, while also improving access to local justice services in Myanmar. IDLO provides technical assistance to strengthen the capacity of the Union Attorney General’s Office (UAGO), and the Supreme Court (OSCU). Through four nationally-operated Rule of Law Centres, jointly implemented with UNDP since 2015, IDLO is also supporting improvements in public legal awareness and empowerment in Myanmar through the Rule of Law (ROL) Centres program to provide legal training on local issues, and public awareness raising on legal rights and responsibilities to civil society organizations, lawyers and communities.

 

RULE OF LAW CENTRES INITIATIVE 

The Rule of Law Centres provide training for lawyers, government officials, law teachers and civil society representatives. The Foundations in Rule of Law course is based on a comprehensive 15module interactive curriculum, exploring both international principles and Myanmar law and practice while emphasizing innovative and interactive learning. Specialized legal courses and training of trainers courses offer opportunities to further build their skills and knowledge to apply what they have learned in their workplaces and communities.

THE JOB

Under the supervision of the Country Manager, Myanmar, the Field Program Manager will be expected to work in close collaboration with IDLO Headquarters. Key responsibilities include:

  • Manage the Rule of Law Centres Program, including providing input into the design and management of the complete work-plan, design and management of the monitoring and evaluation plan, and internal and external reporting including performance indicators, monitoring and evaluation frameworks, donor visibility strategies and work-plans and budgets;
  • Manage the day to day implementation of the Rule of Law Centres program in Myanmar including revisions to project design, work-plans, activities and program planning, budgets and recruitment of project staff and experts;
  • Identify and report in a timely manner to the Country Manager, any difficulty or possible change in project strategies, objectives, results or activities, and make recommendations for timely and optimal course corrections;
  • Represent IDLO and the Rule of Law Centres in program events, meetings with donors, UN agencies, and other implementing organizations in the rule of law field, meetings with beneficiaries and assist in program activities as appropriate;
  • Lead the preparation of donor narrative reports in collaboration with the Program Associate at IDLO Headquarters;
  • Review internal and external financial reports and identify areas of under or over spending;
  • Oversee the budget and finances of the Rule of Law Centres in collaboration with the Field Office Finance and Administration Officer and Program Associate. Monitor expenditure and be responsible for the monitoring and updating of financial forecasts;
  • Monitor the program implementation environment, including security, political, development and personnel issues that may affect implementation of IDLO projects and provide updates to the Country Manager in a timely manner;
  • Line manage the Capacity Development Expert, National Program Manager, Centre Managers, and other national and international staff and consultants for the Rule of Law Centers Program;
  • Supervise and mentor staff to support the day to day operations of the Rule of Law Centers, and ensure implementation of the internal staff capacity development plan; Undertake regular monitoring and support missions to all Centre locations.
  • Ensure a human rights based approach, conflict sensitive approach, and gender mainstreaming of all Rule of Law Centre programming and activities;
  • Act as the Deputy for the Country Manager, as required;
  • Perform any other similar duties as requested by the supervisor.

 

IDEAL CANDIDATE PROFILE

Education and Work experience

  • Master’s Degree in Law, Development or related discipline required.
  • Minimum of five years of relevant professional experience in manging /implementating programs, preferably related to rule of law /democratic governance/access to justice etc. with international development /multilateral organizations. 
  • Demontrated expereince /knowledge of project management;
  • Experience /konwledge in budget development, project design, financial forecasting and monitoring and evaluation tools;
  • Prior work experience and knowledge of Myanmar context is strongly preferred;

Languages

  • Fluency in English is required. Knowledge of Myanmar is an asset.

  • Demonstrated ability in problem solving, setting priorities, meeting deadlines and guiding staff and systems; and
  • Willingness and ability to travel frequently to project locations within Myanmar.

TERMS AND CONDITIONS

The Field Program Manager will be required to render services in Yangon, Myanmar, but may be required to work from other locations as determined by the Supervisor. The selected candidate is expected to start by end of April 2018.

The Duration of the assignment is primarily through December 2018, with possibility for extension subject to performance and availability of continued funding.

For this internationally recruited affiliate position, IDLO shall offer the eligible candidate a monthly basic salary in the range of USD 5,500 – USD 6,000 and additional benefit package including profident fund contribution (14% by IDLO), medical, mission insurance etc. in accordance with IDLO Employee Regulations and Rules.
