Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for qualified Senior Infrastructure Manager for oversight of all DRC’s shelter, construction, and site improvement programming within and outside Kutupalong/Balukhali (KTP-B) Expansion Refugee Site, with technical and strategic oversight of WASH programming (outside of camps). 
 
About the job 
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. DRC have been operational within the Rohingya response in Cox’s Bazar since November 2017, and are scaling up operations in 2018 to meet the emergency and longer-term needs of refugees and host communities. DRC currently work in the sectors of protection, site management (CCCM), shelter, WASH and longer-term support to host communities. 
 
The Senior Infrastructure Manager is responsible to manage national and international line managers, ensuring a nationalisation plan is in place for internationals, and ensure the effective, high quality implementation and strategic development of the areas under his/her responsibility. S/he will ensure effective project and programme management, monitoring and upward and downward accountability. S/he will also be a key focal point for emergency response to monsoon floods, which will be implemented in a rapid response modality by the shelter and protection teams in coordination with CCCM. S/he will contribute technical input to project and proposal development and quality control during implementation and evaluation. S/he will ensure capacity building for the infrastructure staff, community facilitators and other stakeholders. S/he will ensure appropriate liaison with government authorities at District/Upazila/Camp/Union levels for the planned works, in seeking permissions, ongoing liaison and reporting. 
 
 
Your main duties and responsibilities will be: 
 
PROGRAMME MANAGEMENT, IMPLEMENTATION AND QUALITY 
• Plan, follow up and oversee programme activities in shelter, construction, site improvement and WASH 
• Provide direct management and technical guidance to Infrastructure team, ensure adequate staffing and enhance staff capacity and team structure where relevant 
• Monitor financial commitments and expenditures against budgets 
• Support Infrastructure Team to ensure that DRC is implementing high quality programming in accordance with international standards and best practice; 
• Promote a participatory approach to programming both in refugee and host community areas; 
• Ensure program standardization and sharing of experiences, lessons learned, and good practices; 
• Work closely with the HOP to ensure that all activities are being appropriately monitored and evaluated; 
• Work closely with other sector senior managers (Protection, CCCM) to ensure integration between sectors in DRC programmes. 
• Take the lead on standardisation of effective data collection, and standardized M&E practices within the Infrastructure unit 
• Manage Infrastructure-related information flow to and from field sites, including updates to and from other teams;  
• Ensure protection is mainstreamed in all activities planned and implemented 
• Ensure that the organisations' financial, logistics, security and human resources policies and procedures are fully adhered to and implemented in relation to all activities; 
• Take the lead on Emergency Response activities in coordination with relevant stakeholders 
 
STRATEGIC DEVELOPMENT 
• Support the HOP and PDQ in definition of DRC Bangladesh’s Infrastructure strategy with strong technical input and proactive suggestion 
• Identify gaps and needs through assessment and coordination with other sectors and define appropriate responses 
• Support PDQ unit to develop partnerships with relevant national and local partners in the assigned areas of technical responsibility 
• Work closely with other sector senior managers (Protection, CCCM) to ensure integration between sectors in DRC programmes. 
• Quality assurance of proposals, donor reports, site reports and other programme-related notes; 
• Input to proposal development 
• Design and coordinate assessments and participate in assessments as required; 
• Update the existing Emergency Preparedness and Response Plan as necessary; 
 
REPRESENTATION AND COORDINATION 
• Ensure engagement at appropriate level in shelter/NFI and WASH sector meetings and technical working groups, supporting development of strategy at response level 
• Liaise closely with the Site Management sector on site improvement works 
• Represent DRC towards local authorities and donor representatives in Cox’s Bazar as concerns the technical programme areas assigned 
• Advocate for relevant and standardized information sharing, working with relevant sectors, other humanitarian partners and the IM working group 
 
Any other duties as agreed with the line manager. 
About you 
To be successful in this role we expect the following:  
 
Required Education/qualifications:  
• 5 years’ field experience in project/programme management in relevant technical sectors; 
• Excellent manager of projects and people; 
• Strong engineering or humanitarian shelter background; 
• Experience working with large teams of cash for workers and volunteers 
• Experience of working in an unplanned/informal settlement; 
• Experience in emergency response and transitional programming, ideally within a refugee setting engaging with host communities and host government; 
• Flexibility and capacity of adaptation to a changing working environment; 
• Proven capacity of coordinating with other humanitarian agencies and local authorities; 
• Proven capacity in programme strategy development. 
• Tertiary qualification in relevant field (engineering, logistics, social science)

We offer 
Contract length: We offer 9 months contract & the position is contingent upon funding. 
Duty Station: Cox Bazar, Bangladesh. 
Start date: 1st June 2018 
Salary and conditions will be in accordance with Danish Refugee Council`s Terms of Employment for expatriate staff. This position I placed at Grade A Level 12 .
