1.      Organizational Context

 

 

a.    Organizational Setting

 

The post is located in the Small and Medium-sized Enterprises (SMEs) and Entrepreneurship Support Division, Department for Transition and Developed Countries (TDC).

 

The Division acts as the central reference point within WIPO for SME-related IP issues, IP Policies for universities and Research Institutions, IP commercialization and assists national policy making in using the IP system for supporting innovation.  It is responsible for developing a solid platform of SME-related content in order to guide the training and capacity building activities targeting SMEs support institutions and other intermediaries.  This includes the development of materials tailored to the needs of SMEs and identification of good practices of using the IP system by SMEs to demonstrate the positive impact on economic benefit, employment and competitiveness.  The Division also explores opportunities of collaboration with other organizations with dedicated SME programs.

 

In addition, the Division aims at enhancing national capacity to independently manage IP from the early stage of the research results through to commercializing, licensing or establishing a start-up business.  It also assists universities and research institutions in transferring new technologies to parties capable of commercialization, both nationally and across international borders.

 

 

b.    Purpose Statement

 

The incumbent designs and oversees the delivery of programs of assistance to Member States.  Those programs of assistance include project-based reports and advisory papers, training programs, conferences and workshops, content and informational material as well as the provision of expert assistance and guidance.

 

 

c.     Reporting Lines

 

The incumbent works under the supervision of the Director of the SMEs and Entrepreneurship Support Division.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.         Identify new opportunities, describe and justify project/program possibilities, and develop specific projects and programs of assistance in relation to the objectives of the Division.

 

b.         Monitor, manage and expedite the delivery of specific programs of assistance particularly in relation to increasing the uptake of the IP system by innovation system stakeholders, and implement monitoring and evaluation mechanisms including carrying out an assessment of identified needs and an analysis of gaps and challenges.

 

c.         Monitor, manage and expedite the implementation of projects for enhancing the use of IP in innovation-based economic growth including determining together with the relevant Member State the ultimate objective(s) sought to be attained, identifying the expected outcomes, the intermediate outputs and activities for attaining those objective(s), ensuring the timely delivery of activities at the required level of quality and at the agreed cost, and finalizing and reporting on the conclusions and follow up as appropriate.

 

d.         Engage with Member States, regional and international organizations and institutions and relevant internal organizational units so as to facilitate the implementation of programs of assistance, exchange information, ensure consistency with relevant priorities, provide input to corrective decision-making and revisions, and promote the services of the Division.

 

e.         Prepare or draft documents, reports, informational material and other content designed to facilitate the understanding of how the IP system may support the appropriation of the results of inventive, innovative and creative activity and their exploitation.

 

f.          Organize, participate in and conduct project-based events such as training courses, seminars and workshops on different aspects of using the IP system for facilitating and supporting innovation based economic growth.

 

g.         Represent the Organization at meetings, conferences and other events organized by WIPO, its Member States or other organizations and, as appropriate, inform, teach, train and provide guidance on issues relevant to enabling the different actors of the innovation system use, manage and exploit the intellectual property system to maximize returns from their inventive, innovative and creative output.

 

h.         Perform other related duties as required.

 

 

3.      Requirements

 

 

Education

Essential

A first-level university degree in law, business management, international relations, economics, engineering, science or a related field.

 

 

Experience

Essential

At least six years of relevant professional experience in an international or national setting, in one or more of the following areas\:  IP law, IP asset management, project management, development/technical assistance or public administration.

 

 

Desirable

Experience in working in a multinational, multicultural environment.

 

Language

Essential

Excellent knowledge of English and Russian.

 

Desirable

Good knowledge of at least one additional UN language.

 

Job Related Competencies

Excellent written and oral skills.

 

Excellent analytical and organizational skills.

 

Project management skills.

 

Good knowledge of the business and administrative procedures of national IP institutions, universities and industry, particularly SMEs.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2018 rate of 80.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
