UN VOLUNTEER DESCRIPTION OF ASSIGNMENT SSDR000965--UN Dispensary Physician (x2) The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This is Non-Family Assignment duty station.

Living Conditions

The political context of South Sudan remains unpredictable following the 15 December 2013, armed violence that erupted in the capital city of Juba and has quickly spread through the country, affecting four of the country’s ten states, namely Jonglei, Upper Nile, Unity and Central Equatorial States. Since December 2013, the conflict has devastated the lives of millions of South Sudanese and displaced more than 2 million people. About 1.5 million of them have been displaced internally in South Sudan and over 500,000 are refugees in neighbouring countries. South Sudan is a difficult duty station, which is classified as a non-family duty station as there is basic infrastructure in the capital city Juba and the country. There are several hotels that are approved by the UN for accommodation. The highly recommended vaccination in South Sudan is Yellow Fever. Please note that without evidence of yellow fever vaccination, access to South Sudan is restricted. Additionally, candidates from Ebola-affected countries might be refused entry into South Sudan. South Sudan is Security Phase III level. There is a UN

imposed curfew from 7:00pm to 6:00am due to security and crime issues: The widely used currency for business transaction is the South Sudan Pounds (SSP). However, due to the exchange rate fluctuations, the SSP of recent has been considerably 26 Mar 2018 Page 1 of 6 losing value against the USD. The official exchange rate is currently at 18 SSP to the USD. Banking facilities are widely available but the use of bank credit and debit cards is limited. There are several mobile telephone companies including ZAIN,

Vivacell, Gemtel & MTN providing services and sim cards can be easily bought with cash after registration by the Service

provider. There are no fixed telephone lines in South Sudan/Juba. South Sudan electricity on the National grid is almost non-

existent as it’s switched on once in a while. The Capital Juba is powered by individual household generators. Running water is

dependent on water tankers that deliver water to households at a fee. UN regulations state that houses of staff members

must have electricity and reimburses these costs were incurred outside the accommodation rental cost. There are restaurants

serving food from different regions of the world. Markets and shops are well-stocked with food items, clothes and other

household goods. There are also local markets for vegetables and other farm produce. The cost of living is generally high as

almost all of the goods are imported. UNDP personnel are provided medical services in the UN Agency Clinic. Other medical

services can be obtained at the UNMISS Level 2 hospital.

Organizational Context & Project Description

The UN Clinic operates on technical matters under the general supervision of the UN Medical Director and with UNDP on regards of

all administrative matters. While MSD can be contacted 24/7, the technical supervision of the UNV Physician is delegated to the UN

Health Manager. However, the overall technical supervision of the medical personnel deployed to the field will be executed by the

UN Medical Director or by the nominee. UNDP also ensures it should be granted access to MSD for the performance appraisal of

the Un Physician.

Task description

Under the direct supervision of UN Health Manager, the UN Volunteer will undertake the following tasks:

Clinical / Technical duties

Performs clinical duties to serve all United Nations staff members and their eligible dependents in South Sudan;

Performs coordination duties;

Performs other consultative functions as Medical Doctor in South Sudan

Conduct pre-employment and periodic medical examinations of all short-term, fixed-term and permanent staff;

Carry out medical examinations and treatment of all staff and eligible dependents as necessary (during official working hours);

Provide 24 hours on call services for medical emergencies outside fixed working hours;

Provides medical treatment and consultation for visiting UN staff;

Attend to medical emergencies and arrange for hospital appointments and transportation when needed;

Provides health education and ensures that appropriate training programs are implemented in order to maintain and develop

the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR) of Clinic staff and clientele, if needed;.

Participate in addressing work environment and occupational health issues;

Recommend medical evacuation when required, with the technical support of MSD and in coordination with UNV Office;

Visit hospitalized staff for support and consultation;

Ensure proper follow up on all cases; and

Perform other related duties as required.

Administrative duties

Performs medical administrative duties focusing on achievement of the following results:

26 Mar 2018 Page 2 of 6 Follow the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations;

Assist the Health Manager in the preparation of relevant SOPs to ensure the smooth operation of the UN Clinic;

Day-to-day medical support operations by ensuring availability of supplies and proper functioning of medical equipment;

Work implies frequent interaction with the following: Field staff at large; staff within the medical work unit; Staff Counsellors;

Senior Management throughout the organization, medical practitioners in all UN specialized agencies and local medical

facilities, other Physicians and representatives of Laboratories; Pharmaceutical Companies, Medical Associations and

Societies;

Establish good relations with reliable hospitals, private medical facilities and blood banks;

Monitor utilization and consumption of medical supplies and consumables and coordinates timely procurement action by staff

concerned;

Assist the Health Manager in the paper work and reporting procedures for medical evacuations in line with UN Rules and

procedures;

Application of terms of reference in UNDP Personnel/Administration manuals for rules and regulations regarding UN

dispensary operations;

Ensure that proper medical records are kept in a strictly confidential manner;

Assist the Health Manager in the preparation of the activity report of clinic, medical facilities available locally and other

statistical information as may be required to MSD at NY HQ, as well as at Rome, Geneva, Paris, Vienna and Bangkok as and

when required;

Responsible for the supervision and distribution of work for the nurse(s) and other staff of the UN Dispensary;

Ensure a proper and safe disposal of hazardous material and medical waste in close coordination with the all the medical

personnel; and

Perform deputized roles by the Health Manager as needed.

Furthermore, UN Volunteers are required to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external

publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection

activities;

Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases,

etc.;

Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to

use the UNV Online Volunteering service whenever technically possible.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby

reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type

Results/Expected Outputs

Decisions made, generally relate to the medical assessment of cases and on the suggested course of treatment, referral, etc.

The services rendered and the decisions taken can have a direct and vital effect on the health of the persons being treated,

i.e. errors in clinical assessment and acuity of care could affect the course of medical treatment and may even result in loss of

life.

Recommendations are made on a range of issues which impact in some way on the medical or health well-being of staff

members; the course of action to be followed in managing staff members with chronic medical difficulties; in order to meet the

changing needs of patient care; prepare relevant SOP (Standard of Operation Procedures); and for conducting work-place

assessment to identify and implement environmental health and safety measures.

The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including

Qualifications/Requirements

Required Degree Level Master degree or equivalent

Education - Additional Comments

University Degree in Medicine, at Master level from an accredited University and currently licensed to practice within home country

or other national jurisdiction; Valid certification in Advanced Trauma Life support, Advanced cardiac Life support OR Pre hospital

trauma life support is highly desirable; Experience in HIV care or VCCT is desirable.

At least Five (5) years progressive experience and practice in general medicine in developing countries or countries in

conflict, of which at least two years in Trauma and Emergency care is required; Surgical, ICU, aeromedical or anaesthetic

experience is an advantage; Experience in Tropical Medicine is an advantage;

Previous UN medical system/international medical experience or military medical experience with priority in international tasks

is highly desirable.

Demonstrated capacity in management and providing advice in layman's terms on medical issues;

Ability to prepare briefing material and conduct briefing sessions for large groups.

Conditions of Service for International Specialist:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family

Allowance (FA) for those with dependents (maximum three).

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and

other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,602. The

VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis

according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty

stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is

published at the beginning of every month on the ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final

repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.
