1.         Organizational context

 

a. Organizational Setting

The post is located in the Copyright Management Division (CMD) of the Copyright and Creative Industries Sector (CCIS). CMD proposes policy objectives, designs programs and leads activities for the establishment and strengthening of copyright management systems, including in particular copyright offices and collective and individual rights management systems at the national and international level.  Working closely with professional organizations and stakeholder groups that contribute to or interact with these elements of copyright management, the Division provides advisory services, capacity building and technical assistance in relation to the implementation of WIPO’s copyright and related rights partnership programs at the national, sub-regional, regional, inter-regional and international levels.  The Division also coordinates the Organization’s public-private partnership activities in the copyright and related rights field, including the Accessible Books Consortium and its Global Book Service.

 

b. Purpose Statement

The main role of the incumbent is to lead this division, which is focused on the development of copyright management systems in the digital era, at the national and international level. The incumbent also leads the design, development and articulation of projects for the Sector, in cross-cutting collaboration with the Deputy Director General’s (DDG) Office and the other divisions in the sector.

 

c. Reporting Lines

The incumbent reports directly to the Deputy Director General of CCIS.

 

d. Work Relations

 

The incumbent collaborates closely with the Copyright Division Directors in CCIS.

 

2.         Duties and responsibilities

 

The incumbent performs the following principal duties\:

 

 

(a)          Provide detailed advice to senior management on priorities, policy development and advocacy across a range of economic, technical and institutional issues related to the provision of support and technical assistance to Member States regarding their national copyright management systems; formulate related strategic and operational plans particularly with respect to digital technologies and platforms.

 

(b)          Prepare, review, and finalize under the DDG’s guidance a wide range of strategic documents and reports, including for official and specialized meetings, particularly on topics related to digital technology;  collaborate with the other Copyright Division Directors in CCIS to produce for the DDG comprehensive strategies and plans that maximize overall Sector impact, leveraging the capacities of the entire team.

 

(c)          Provide advice to Member States and guide implementation of WIPO’s programs related to copyright management systems in the digital era, including the development and implementation of operational norms and standards for copyright offices, as well as collective and individual rights management systems at the national and international level.

 

(d)          Coordinate the Sector’s work with copyright offices to modernize and digitize their voluntary deposit, registration and recordation systems, including capacity building and the development of operational standards and norms to facilitate cross-border activities.

 

(e)          Oversee the sector’s work with collective management organizations, including capacity building and the development of operational standards and norms to facilitate cross-border access to digital markets.

 

(f)           Guide the ongoing implementation of collaborative public-private partnerships in cooperation with key stakeholders including the Accessible Book Consortium (ABC) and other projects, including organizing capacity building activities, technical assistance, and assistance with the development of business rules, in close collaboration with the Copyright Law Division.

 

(g)          Develop and implement a deployment plan of WIPO tools and interconnected solutions that supports collective management organizations’ local operations, such as WIPO Connect.

 

(h)          Direct the Division's portfolio of work and take overall management responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with the results-based management framework, underpinned by key performance indicators.

 

(i)            Manage business and operational relations with key stakeholders, including establishing links and building strategic partnerships.

 

(j)            Perform other related duties as required.

 

3.         Requirements

Education

Essential

Advanced university degree in law, preferably with a specialization in copyright and related rights law.  A first-level university degree plus an additional two years of relevant professional experience in addition to the essential experience mentioned below may be accepted in lieu of the advanced university degree.

 

Experience

Essential

At least fifteen years of relevant experience in the field of copyright and related rights of which\:

-     At least five years of experience focusing on digital technology issues; and

-     At least five years in either an intergovernmental organization, an NGO, a national copyright administration, a collective management organization or a similar organization, in the area of IP and IT.

 

Experience with issues related to norms and standard setting in the area of intellectual property and technology.

 

Desirable

 

Experience with collective management organizations and national copyright registries.

 

Experience with copyright management systems and digital content distribution.

 

Languages

Essential

Excellent written and spoken knowledge of English or French, with a good knowledge of the other.

Excellent knowledge of the evolving digital environment and its impact on copyright and creative industries, including experience related to software and technical solutions proposed to address the implications of the global digital marketplace.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2018 rate of 80.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
