What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

To support the Region as a whole in the implementation of its Regional Strategic Framework priorities in Detention and working collaboratively with all internal stakeholders on Detention. Specifically, contribute to the aim of cross-fertilization of corectional practices, influencing states to amend their policies in reducing the use and inhumane consequences of incarceration (with a non-exclusive focus on drug offenders) resulting in overcrowding by supporting delegations and influential regional bodies in improving their information collection, analysis and targeted use for advocacy/ persuasion. In so doing, enhance the ICRC's perceived relevance and thus its ability to influence these inter-state forums in the longer-term.

Accountabilities & Functional responsibilities

In line with the ICRC institutional frameworks, strategy, Asia Regional Strategic Framework, Humanitarian Diplomacy Strategy and the 2018 Asia detention strategy, contributes to:

  • Improve the ICRC's ability to analyze and understand detention especially in Asia with the focus on the humanitarian needs of people deprived of their liberty under extreme overcrowded conditions;
  • Develop conceptual and methodological means to carry out evidence-based analysis on the topic of the project linking local, regional and global levels and ambitions of the ICRC;
  • Contribute to the profiling of this detention theme in Asia and subsequently the ICRC positioning in Detention.

In relation to the above issues and within the framework of the project, contribute to the objectives of Asia Region by:

  • Liaise with other departments of the delegations and Head Quater and facilitate related thematic platforms and focus groups of ICRC staff, promoting multidisciplinary (especially Health, MHPSS, DP-POL, JUR), integrated, collaborative and participative working;
  • Build a conducive environment for exchange and analysis of information and data at local, regional and global levels, through the adequate use of institutional tools (shared spaces, other collaborative platforms) for teamwork;
  • Together with Delegations – and when possible detaining authorities - develop thematic analysis linking the local, regional and when possible the global operational levels, and contribute to ICRC research and policy documents, and external discourse;
  • Identify gaps in internal instruments and, as relevant, strategize their development, adaptation, consolidation and updating (policy, guidance, training, etc.);
  • Together with the Delegations, identify gaps in external instruments and, as relevant, support Delegations in strategizing their development, adaptation, consolidation and updating (external datasets, policies and law);
  • Contribute to the definition of detention strategies at various levels;
  • With a strict internal and external coordination, facilitate the ICRC network with other international, regional or national actors and develop ICRC capacity to interact and partner;
  • In support to concerned Delegations, CIM, proactively contribute to the ICRC public communication by highlighting opportunities, providing key messages, drafting articles & other items for publication;
  • Work with DP-POL to better influence States based on evidence based analysis and positioning;
  • Plan, organize and report with autonomy internal and external meetings;
  • Proactively ensure the institutional filing of the related work both on Team Spaces and institutional filing;
  • Contribute to promoting the mandate and activities of the ICRC;
  • Upon decision of the Detention Head of Unit, may be assigned other responsibilities according to the needs of the department.

Relationships

  • Frequent internal contacts on matters related to Protection;
  • At external level, has a network of interlocutors at regional level, such as various detention authorities, lawyers, judges, family members, International organizations including multilateral.

Certifications / Education required

  • University degree (minimum Master Degree), preferably in Human Rights Law, IHL, Civil and Penal Law, Social or Political Sciences;
  • Computer-literate: Outstanding knowledge and practice or MS Word, LN, SharePoint, Internet, mind mapping, Visio or other mapping tools is highly appreciated.

Professional Experience required

  • Minimum 10 years of professional experience in similar fields including minimum 4 years working with the ICRC in Detention;
  • Excellent knowledge of the penal chain;
  • Excellent knowledge of project management and detention tools and guidelines;
  • Good command of Data analysis and information management tools;
  • Demonstrated ICRC experience in detention related issues and extended knowledge of the main trends (problems, actors, debates, etc.) to adapt to a team of experts;
  • Excellent networking, representation and communication skills collecting, analysing and communicating information in an adapted format to various audiences;
  • Confirmed strong analytical skills with experience in conducting research at both policy and operational levels;
  • Previous work experience with a Detaining Authority, within the Judicial System or an International COmpany or Organisation in a related field is an asset;
  • Outward looking: knowledge of key actors in detention advocacy, humanitarian stakeholders and architecture including the International Red Cross/ Red Crescent Movement is an asset;
  • Previous experience in conducting evidence based projects/ research and data management (collection/ transmission and essentially analysis) an asset;
  • Excellent oral and written communication skills in English;
  • French is a strong asset in addition to languages of the region.

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
