Under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Director of the UNESCO Office in Baghdad, in close cooperation with the Regional Cultural Advisor in the UNESCO Beirut Office and other concerned staff, the incumbent ensures the design, implementation and monitoring of the activities carried out under the Major Programme IV (Culture) in Iraq, taking into account prevailing UNESCO and UN Resolutions regarding Heritage Destruction in Iraq. S/he contributes to the coordination of UNESCO's projects and activities in the field of culture and is also responsible for ensuring UNESCO's contribution to the ‘Delivering as One’ exercise in the field of culture in Iraq, including the United Nations Development Assistance Framework for Iraq 2015-2019. In particular, the incumbent will\:

 
  • Ensure the delivery of the Culture Programme in Iraq in line with the Culture Sector's strategies and priorities, and the UN strategic country instruments through\: planning, management, implementation and monitoring of the Culture Programme and operational projects for the preservation of tangible and intangible cultural heritage, the development of museums, of national cultural policies, and other conventions-related and culture activities.
  • Provide policy advice to the Ministry of Culture; establish activities to promote culture as a tool for development, peace building and reconciliation; support national capacity building in all key areas of culture; assist vulnerable groups and professions such as academics; contribute to the organization of international conferences for safeguarding Iraq's Cultural Heritage, promote ratification and implementation of the cultural conventions.
  • Build and maintain working relations with the concerned national/local authorities, cultural institutions and relevant intergovernmental and non-governmental organizations and provide them with necessary technical advice and support as required.
  • Contribute to fund raising to reinforce the Regular Programme\: Identify, design and draft extrabudgetary project proposals for implementation; mobilize extrabudgetary resources and build partnerships, including with UN agencies, bilateral donors, civil society organizations and the private sector. Ensure monitoring of project implementation and reporting, to facilitate the evaluation of results achieved including the impact of UNESCO activities in Iraq.
  • Participate in joint programming activities within the context of the 2030 Agenda and the UN Reform and 'Delivering as One', such as the UN Recovery and Resilience Programme for Iraq, the Common Country Assessment and the United Nations Development Assistance Framework (UNDAF) etc., as well as participate in meetings to support the National Development Strategy.
Education
  • Advanced university degree (Master’s or equivalent) in the field of culture or a related area.
Work Experience
  • Minimum of 4 years of relevant professional experience in the field of culture, of which at least 2 years acquired at international level.
  • Experience in designing, implementing and managing programmes/projects related to culture.
  • Professional expertise and experience in the area of cultural policy and capacity building.
Skills/Competencies
  • Good knowledge of UNESCO's work in the field of Culture.
  • Familiarity with UNESCO's standard-setting instruments and programmes in the field of culture.
  • Capacity to build and maintain effective working relations with national/local authorities, cultural institutions and relevant intergovernmental and non-governmental organizations.
  • Good knowledge of resource mobilization mechanisms, with proven ability to mobilize resources and build partnerships.
  • Strong negotiating and advocacy skills.
  • Good analytical, problem-solving, and project management skills.
  • Very good IT skills, including knowledge of standard office software (word processing, spreadsheets etc.).
Languages                       
  • Excellent knowledge of English.
