Purpose of the post

The ICRC’s institutional strategy aims to strengthen the ICRC’s capacity to protect through law, operations and policy. To this end, the ICRC is developing the capacity to conceptualise, coordinate and conduct rigorous research into issues of concern to the organisation, and to incorporate the research findings into the ICRC’s policy and practice.

In 2018, the ICRC created a new unit, the Centre for Operational Research and Experience (the CORE), to harness the data, expertise, analysis and experience produced across the ICRC to bolster its protection work and provide substance to anchor the ICRC’s diplomatic and policy initiatives in operational realities. The CORE partners with other units and departments across the ICRC to conduct research into issues of concern to the organisation, generate evidence and analysis to support ICRC operations and policy, and work on internal processes to ensure that the ICRC’s wealth of data and experience is optimized in all facets of its work.

The CORE and the Protection Division are opening a shared position for a researcher to work on specific protection-related questions:

  1. To conduct evidence-based critical research into the quality of the ICRC’s protection-oriented dialogue with non-State Armed Groups (NSAGs), and the impact of this dialogue.
  2. To conduct desk and field research into a still-to-be-determined question related to detention practices and whether the ICRC’s approach is appropriate in a changing prison landscape.

Main duties and responsibilities

The Researcher works under the direct supervision of the Head of the CORE Unit, on research questions and methodology designed with and monitored by the Protection Division. His/Her responsibilities entail:

  • Define the parameters of the research questions.
  • Review all relevant literature on the topic.
  • In consultation with all relevant departments (Protection, Legal, Operations) establish indicators to measure quality and impact of protection dialogue.
  • Devise data collection methods (qualitative/quantitative) consistent with research aims and appropriate for the operational context
  • Make use of existing internal data and information, where appropriate, to ensure efficiency of research work
  • Conduct field research in several key delegations, to be determined with the Protection, Legal and Operations Departments.
  • Analyse, interpret and present research findings
  • Produce report/s on research outcomes for internal and possible external audiences

Education and experience required

The researcher requires strong skills in data collection, analysis, writing and presentation, and should have experience in ICRC field operations (Protection and Detention).

  • A Master’s degree. A PhD an advantage.
  • A minimum of 10 years of overall experience.
  • Field experience with the ICRC in the Protection and Detention fields required.
  • Prior experience designing and managing research approaches within complex policy/operational environments.
  • Excellent writing and speaking skills in English. Spoken French.

  • Ability to work in a principled and pragmatic matter to ensure project work is aligned with the policies and operational realities of a large scale humanitarian organisation.
  • Ability to work independently.
  • Team player with strong communication and intercultural skills.
  • Knowledge of Arabic and Spanish an asset.
  • Ability to travel to the field for short periods (about 30%)
