The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Grants Officer position is to provide essential grant management support to the Head of Programmes in delivering quality programmes in line with the NRC Country Programme strategy and Plan of Action.

Job description

Ensure adherence to NRC policies, guidance and procedures.
Prepare and submit reports.
Ensure proper filing of grant documents.
Contribute to specific protection risks and needs analyses.
Contribute to the design in consultation with PAC of protection response to identified risks and needs.
Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming).
Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control.
Contribute to the development and revision of funding proposals, budgets and donor reports.
Represent with relevant partners and donors as delegated.
Be updated on donor priorities and track and share relevant calls for proposals.
Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations.
Contribute to continuously improving internal grant management systems.
Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing.
Coordinate the development and distribution of internal reports.
Contribute to Project Cycle Management (PCM) trainings and usage of the NRC PCM framework in the Country Office, as delegated by the Head of Programmes.
Support external donor audits.
Contribute to networking with donors in Ukraine in order to identify humanitarian, as well as recovery/development funding opportunities, to support NRC activities in eastern Ukraine.
Contribute to specific protection risks and needs analyses.
Contribute to designing of protection response to identified risks and needs.

Qualifications

University degree
Between 2-4 years of grant management experience
Relevant experience from the project management in the humanitarian sector
Experience from working with humanitarian and development donors
Good understanding of donor rules and regulations
Skills and experience in report and proposal writing
Strong communication, coordination and interpersonal skills
Strong analytical skills (data and financial)
Ability to mediate in high-stress scenarios with competing interest
Excellent written and oral communication skills in English
Above average computer skills
Knowledge of the context in eastern Ukraine
Experience with humanitarian action/durable solutions for conflict-affected populations, notably for internally displaced persons and/or refugees
