NRC in the Islamic Republic in Iran

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 6 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives amongst INGOs to improve rights of the displaced.

Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran efforts towards an estimated 3,6 million Afghans residing in country and is expanding its programme unit.

 

About the position: Information Counselling and Legal Assistance (ICLA) Officer for NRC Iran

NRC is now seeking an experienced and motivated ICLA officer to implement quality ICLA programming in collaboration with other core competencies.  The ICLA officer will support the ICLA coordinator and responsible manager to ensure effective project management including, internal, donor compliance requirements, timely, and quality services to the vulnerable refugee population and ensure the key mandatory activities under NRC’s Project Cycle Management (PCM).

Our ideal Candidate

University graduate in law, Social Science, Development Studies and other relevant discipline with a minimum of 3-5 years of previous experience in preferably humanitarian/development context. Knowledge about Iran and Afghanistan refugee context is desirable.  

Candidate should have results-oriented attitude and someone with a highly level of energy. Experience working in complex and volatile contexts, in particular in the Middle East. Technical expertise/Knowledge about Iranian legal system and relevant international legal instrument is preferable to the role. Documented results related to the position’s responsibilities.  Fluency in English, both written and verbal.

Task Description

  • Ensure adherence with NRC policies, tools, handbooks and guidelines

     

  • Implement delegated project portfolio according to plan of action

     

  • Prepare and develop status reports as required by management

     

  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist

     

  • Promote and share ideas for technical improvement of ICLA unit

     

  • Identify and report protection needs and gaps, explore and propose new and safer ways to assist

     

  • Ensure development and follow up the activities planned for the project in collaboration with ICLA Coordinator

     

  • Coordinate the implementation of programme components/activities at the local level, in close collaboration with the communities, partners and local authorities

     

  • Participate in field assessments to identify most vulnerable households and distribution of cash cards

     

  • Conduct regular needs assessments and monitoring of status of the project implementation

     

  • Contribute in the identification of new projects and new areas of intervention

 

Qualifications

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Fluency in English and native proficiency in Persian, written and spoken
  • Knowledge of the Afghanistan displacement context is an asset
  • Skillful in negotiation with wide range of stakeholders with different interests, including contractors and camp managers
  • Good knowledge of Iranian labor law, taxation regulation and contract and project cycle management
