NRC is looking for senior, experienced professionals to help transform how we manage risk in the Middle East. The organisation has one of the most extensive humanitarian operations in the region, with significant programmes across Iraq, Syria, Lebanon, Jordan and Palestine. We are currently looking to recruit a Regional Compliance Specialist  for our Middle East Regional Office.

For this key role our ideal candidate is:

A University Graduate in a relevant discipline with a minimum of 5 years of humanitarian management experience, including an oversight and control role. We are particularly looking for someone with a good working professional knowledge of compliance and experience in the design and implementation of compliance management programs.

Position Description:

The Norwegian Refugee Council (NRC) is committed to fulfil its compliance obligations and requirements in order to mitigate risk, increase accountability and improve quality.  Recognizing the high-risk of non-compliance for NRC, the Middle East Regional Office (MERO) designated a strategic objective to “establish and implement a compliance framework based on risk management and quality improvement” in 2018

The purpose of this position is to support the Regional Head of Compliance and Risk Management to establish the department through the development and implementation of a regional compliance management program, including technical support to Country Management Groups (CMG) and their teams.  This position will have a strong focus on donor, legal, and program compliance.  The position will also address compliance to gender policies, particularly related to Protection from Sexual Exploitation and Abuse (PSEA).

Specific responsibilities related to the position include:

  1. Based on NRC’s internal handbooks, policies, and procedures, as well as donor and legal regulations, develop tools and methods for independent, systematized compliance checks on high-risk issues, particularly related to programme implementation and legal issues
  2. Implement compliance checks in countries within the Middle East Region, providing regular reports to the Country Management Group (CMG) and the MERO Senior Management Group (MERO SMG) through the Regional Head of Compliance and Risk Management
  3. Provide specialist technical support, advice and guidance to CMGs to strengthen their compliance management efforts through the development of tools and methods, technical support and sharing best practices
  4. Contribute to the contextualization of new policies and procedures as well as the imbedding of internal control mechanisms, with lead responsibility related to donor regulations, including requirements related to gender
  5. Develop and implement Major Project Spot Check methods
  6. Lead the training, support, and compliance monitoring of the implementation of the Data Protection Policy and procedures in the region
  7. Develop and implement communications and training modules on ethics and compliance, to strengthen the organizational culture
  8. In collaboration with the Senior Legal Advisor (Head Office) as well as external legal counsel, support Country Offices to understand and comply with legal regulations
  9. Monitor, analyse, and produce recommendations related to potential legal liabilities
  10. Contribute to the development of adequate compliance and quality control mechanisms of NRC operations particularly regarding sanctions and counter-terrorism legislation
