BACKGROUND

The Monitoring and Evaluation (M&E) Advisor will be responsible for M&E activities across ABA ROLI’s Middle East and North Africa (MENA) portfolio, with primary responsibility for M&E efforts in Libya, Tunisia, and Egypt. This M&E Advisor will assist with the development of monitoring and evaluation plans and tools, data management and analysis, and program reporting for the specified programs as requested.

The M&E Advisor may be requested to travel and assist with the implementation of ABA ROLI MENA programming during the period of the M&E Advisor’s contract.

JOB SUMMARY

  • The M&E Advisor’s core responsibilities will consist of the following:
  • Adhere to the M&E requirements and regulations of ABA ROLI and relevant donors;
  • Develop M&E system for ongoing and new projects providing standardized approach for M&E processes for grant development and implementation;
  • Develop qualitative and quantitative data collection and analysis methodologies for project monitoring and evaluation;
  • Lead the data collection and data analysis activities and provide feedback to other staff engaged in data collection;
  • Communicate reliably with country program and DC-based staff;
  • Work with the country program and DC-based staff as needed to provide input on monthly and/or quarterly programmatic reports;
  • Work with the country program and DC-based staff as needed to provide input on proposal development, in particular, development of logic models, indicators and M&E plans;
  • Contribute to the creation of data-driven case studies;
  • Oversee staff efforts to conduct in-depth assessments of programs;
  • Provide capacity building for program staff as needed for ongoing data collection and processing, and
  • Other related duties as assigned.

QUALIFICATIONS

  • Academic background in social science, sociology, statistics, business development or management, or related areas;
  • At least 5 years’ experience leading M&E implementation and oversight efforts in an international development context – including but not limited to data collection and analysis, monthly or quarterly programmatic reporting, program assessment and evaluation, and creation of M&E systems and policies;
  • Strong understanding of M&E requirements and priorities for USG grants, and ability to adhere to ABA ROLI M&E policies;
  • Ability to work independently and across multiple projects, all while maintaining professional and consistent communication with relevant stakeholders;
  • Strong understanding of the Middle East and North Africa region, as well as ABA ROLI’s work and priorities in the region;
  • Fluency in English required, fluency in French or Arabic helpful;
  • Ability to travel within the region.
