OBJECTIVES OF THE PROGRAMME

The Information Technology Group (ITG) provides a range of information and communication technology services to the Regional Office level as well as to WHO country offices. The IT services includes the responsibility of formulation, implementation and coordination of IT policies across the Region and ensuring the efficient and effective provision of information and communication services in a geographically large and challenging environment.

DESCRIPTION OF DUTIES

Under the supervision of the Information Technology Officer (NPO) and guidance of the Manager, Information Technology and Administration, the incumbent will perform the following functions\:

1. Analyze, design, develop, test, monitor and maintain new and existing computer applications and services;

2. Prepare appropriate systems and technical documentation and prepare standards for application development and operations;

3. Provide user support, guidance and training to all units within the WHO Western Pacific Regional Office and country offices to improve users' computer skills, as required.

4. Assist in the testing and evaluation of new hardware and software for use within the Region;

5. Advise ways of improving systems, workflows and methods; and

6. Perform other related duties.

REQUIRED QUALIFICATIONS

Education

Essential\: Graduation from secondary school with formal training in information technology and its applications.
Desirable\: University degree and/or certifications in information technology.

Experience

Essential\: Minimum of six years' experience in analysis, design and development of various application systems, or four years of relevant experience with a Bachelor's degree.
Desirable\: Experience VS 2012 , MVC, ASP.NET, ADO.NET and SQL Server 2008 R2 (T-SQL).

Skills

Extensive knowledge of application analysis, design, development and operations. Competence in planning and execution of work and in the presentation of facts and ideas. Ability to communicate and obtain users' cooperation. Familiarity with emerging technologies and ability to learn and apply new technical skills. Good interpersonal skills. Ability to work harmoniously as a member of a team, adapt to diverse education and cultural backgrounds and maintain a high standard of personal conduct

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 616,586 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
