OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The Health Emergency Information and Risk Assessment Department is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

DESCRIPTION OF DUTIES

Provide technical support for the monitoring and evaluation of public health and programmatic indicators in line with HIM strategies and WHO/WHE policies, with focus on indicators for outbreak and emergency response, including but not limited to\:

[a] defining and contributing to the collection of indicators that are Specific Measurable, Achievable, Relevant, Time-bound (SMART);

[b] guiding the definition of public health and response indicators used by WHO and key partners for monitoring and evaluation outcomes and performance of public health interventions; and

[c] collaborating with counterparts in technical units within HIM, WHE, WHO HQ, Regional and Country Offices.

 

Participate in the design, establishment and updating of\:

[a] monitoring and evaluation systems and tools to generate accurate, valid and reliable information on performance with focus on efficiency, effectiveness and timeliness of emergency response coverage;

[b] elaboration of approaches for the collection and analysis of key outcomes and performance indicators on emergency response, preparedness, and health systems recovery,

[c] support the preparation of quantitative methods and analytic reporting documents, and their harmonization; and

[d] the production and dissemination of findings and recommendations for improvements.

 

Develop and provide capacity building and training to colleagues for WHO and partners, including Ministries of Health for effective and systematic approaches to monitoring and evaluation applicable to dynamic fast-changing emergency events and complex situations, with focus on promoting inter-agency, national, regional and global networks to facilitate the collection and analysis of monitoring data.

 

Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree in epidemiology, demography, monitoring and evaluation, quantitative methods, statistics or a related field.
Desirable\:

Experience

Essential\: At least five years of experience in monitoring and evaluation with a successful track record in information collection, analysis and quantitative methods or epidemic intelligence.
Desirable\: Experience or knowledge of epidemiology in the context of public health or outbreaks. Experience in WHO or UN Agencies. Experience of working with UN cluster system for emergency response. Experience of Incident Management Systems.

Skills

- Demonstrated knowledge of monitoring and evaluation and related information systems used in public health emergency response of outbreak investigation and control.

- Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4170 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
