The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background

The Jordan INGO Forum (JIF) was established in 2012 and currently brings together 61 international organizations working in Jordan. JIF exists primarily to serve the needs of its members and to act in their interest for the betterment of serving beneficiaries. The main objectives include information sharing/ communication; coordination; policy development and advocacy; and external representation of the INGO community.

The position of JIF Country Coordinator has existed since January 2015 and has expanded to provide versatile support to the INGO community in Jordan. Since inception, the JIF has been able to secure funding from key donors and the Coordinator now manages 2 full time staff and periodic consultants. The Forum is guided by its Terms of Reference, its elected Steering Committee and ultimately by the Country Directors of member organizations.  The JIF Coordinator works in close coordination with and is accountable to a Steering Committee, composed of 5 INGO Country Directors. JIF is presently hosted by the Norwegian Refugee Council (NRC) in Jordan and is based in Amman.

While the position carries a good amount of coordination and representation duties, practical management skills and knowledge of program implementation are invaluable

 Our Ideal Candidate:

We are seeking someone with at least 6 years of experience in humanitarian programming, with at least 2 years of experience in country programme senior management. They have strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and advice to a multi-agency forum. We are particularly looking for someone with prior experience with humanitarian and/or NGO coordination mechanisms, preferably in refugee or post-conflict settings. Previous experience with directly coordinating NGO networks or sectors/clusters is also strongly preferred.

Position Description: 

The Country Coordinator ensures the effective functioning of the Forum, implements the decisions of the Steering Committee, spearheads advocacy and operational initiatives, and ensures strong engagement by the NGO community with response leadership and coordination mechanisms. Responsibilities related to the position include:

  1. Act as focal point for the Forum, and represent the Forum externally, often to senior-level officials and in senior-level coordination bodies. Ensure that the Forum’s position on specific issues and interests are well represented at relevant platforms and meetings. As much as possible promote representation by Forum members themselves. Act as liaison and represent the Forum with local, regional and global NGO fora (such as ICVA and InterAction).
  2. Supervise staff and consultants, as required.
  3. Supervise and lead the coordination of thematic working groups developed within the Forum, and ensure coordination between working groups, member organisations, and the steering committee, as well as with broader Forum objectives.

  4. Ensure transparent coordination mechanisms and regular information-sharing among Forum members and other stakeholders.
  5. Lead and coordinate the Forum strategy process.
  6. Ensure that the Forum’s internal guidance documents are updated and maintained.
  7. Manage the Forum’s budget, resources, and assets. Coordinate the payment of member dues. Lead on donor reporting and proposal development, and support NRC on grant management.
  8. Follow and undertake analysis on issues relevant to the Forum; synthesize and provide briefings on key concerns for JIF members. Research and draft policy, position and background/analysis papers on JIF issues, as tasked by the Steering Committee or Plenary.
  9. Play a key role in enabling the effective development of advocacy initiatives called for by Forum members, as supported by the Steering Committee.
  10. Ensure compliance and adherence to NRC policies, guidance and procedures
