OBJECTIVES OF THE PROGRAMME

PMNCH's mission is to increase the engagement, alignment and accountability of partners to implement Every Woman Every Child's Global Strategy for Women's, Children's and Adolescents' Health (2016-2030), and through this, to advance progress toward the 2030 Sustainable Development Goals. Effective communication among partners is central to this mission. The immediate strategic objective of this work is to support partners in reaching targets for six priority themes within Every Woman Every Child's 2020 Partner Framework. These themes are\:

(1) Early Childhood Development;

(2) Adolescent Health and Well-Being;

(3) Quality, Equity and Dignity;

(4) Sexual and Reproductive Health and Rights;

(5) Empowerment of Women, Girls and Communities;

(6) The Health of Women, Children and Adolescents in Humanitarian and Fragile Settings.

DESCRIPTION OF DUTIES

- Update PMNCH's current 2016-2018 Communications Strategy to reflect the goals of the Every Woman Every Child 2020 Partner Framework, informed by PMNCH's 2016-2020 Strategy, 2018-2020 Business Plan, and annual PMNCH work plans;

- Within the context of the updated PMNCH Communications Strategy, plan and develop digital platforms and tools to enhance effective and inclusive collaboration among PMNCH partners, supporting face to face dialogue among partners at country level as well as regional and global working groups as needed;

- Plan and develop an online knowledge repository, including a “one-stop shop” for information and tools to promote greater accountability for women's, children's and adolescent's health and to support partner-based working platform/tools, referenced above;

- Plan and develop interactive platforms and processes for virtual participation by diverse partners in major PMNCH events, notably the December 2018 Partners' Forum in New Delhi, India;

- Provide strategic advice on communication approaches for maximizing global, national and regional visibility and investment in women's, children's and adolescents' health issues, promoting effective issue-framing and messaging by PMNCH partners and Every Woman Every Child high level champions;

- Provide communication expertise to partner-led working groups dedicated to the six EWEC priority themes, as well as to the development of effective PMNCH information products (e.g., annual reports, videos, brochures, fact sheets, etc.);

- Guide and supervise the PMNCH secretariat's Communications Officer in implementing the updated PMNCH Communications Strategy;

- Other tasks as may be assigned by the supervisor, including reporting on progress and impact of communication-related tools and projects.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced level university degree in Communications, Political Sciences, Public Information, Development Studies, or related field .
Desirable\: Studies in public health related to advocacy and women's, children's and/or adolescents' health.

Experience

Essential\:

- Minimum of 7 years of relevant experience, some of which in an international context, in the effective development and implementation of communication strategies based on interactive platforms and tools, including websites and social media channels aimed at achieving social justice or public health goals;

- Minimum of 5 years' experience in delivering demonstrable project and programme results through the collaboration of multiple partners and stakeholders;

- Experience in developing effective messages supporting advocacy and accountability goals;

 - Experience of working with senior leaders and champions on strategic communication issues, preferably within an International Organization context.
Desirable\: Professional working experience in a developing country.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4964 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
