Climate Change and Environment (CCE) Portfolio of UNDP Turkey Country Office (CO) currently implements – among others – two energy efficiency and renewable energy projects, one with the General Directorate of Productivity (GDP) of Ministry of Science Industry and Technology (MoSIT) and the other with General Directorate of Forestry (GDF) of the Ministry of Forest and Water Affaris, as follows:
- UNDP/GEF Promoting Energy Efficient Motors in SMEs in Turkey – MoSIT (GDP);
In Turkey, 47% of net electricity consumption is from the industrial sector, with an estimated 70% of this energy consumption from electric motor-driven systems (EMDS), 90% of which use 3-phase squirrel cage asynchronous motors as defined in the EU Eco-design Implementing Measure 640/2009 on electric motors as amended by Implementing Measure 4/2014 . Electric motors in Turkey, in general, are not energy efficient. The project aims to promote significant additional investment in industrial energy efficiency in Turkey by transforming the market for energy efficient motors used in small and medium sized enterprises. This objective will be achieved by strengthening the legislative and regulatory framework related to both new and existing EE motors in Turkey, developing appropriate governance and information infrastructure, upgrading test laboratories at the Turkish Standards Institute (TSI), launching a “one-stop shop” sustainable financial support mechanism (FSM), and developing and implementing a comprehensive public awareness and training programme.
- UNDP/GEF Sustainable Energy Financing Mechanism for Solar Photovoltaic Systems in Forest Villages in Turkey – MoFWA (GDF);
The “UNDP/GEF Sustainable Energy Financing Mechanism for Solar Photovoltaic Systems in Forest Villages in Turkey” Project will assist Turkey with the promotion and financing of on-grid village cooperative solar PV in forest villages. The public support and involvement in the initiative will be led by the General Directorate of Forestry, Department of Forest and Village Relations (aka ORKOY), working together with other key actors in the solar PV value chain, including private sector solar PV installers, Turkish utilities, and domestic and international banks as well as other institutions that provide financing. The project objective is to support the successful launching of a sustainable energy financing mechanism within the ORKOY credit mechanism to ensure that there is at least 30 MW of installed capacity of grid-connected, cooperative solar PV in forest villages) by the end of the project; 28,750 tons CO2eq avoided emissions from the power sector (compared to the project baseline) by the end of the project; 30MWp cumulative installed capacity of grid-connected PV systems; 47,520,000 kWh/year cumulative total electricity generation from installed grid-connected PV systems and 350 created job positions for forest villagers.
In addition to above listed projects under implementation, the CCE Portfolio also takes necessary actions regarding enhancing climate impact of other energy related projects of the Country Office, and prepare new projects at various scale with various partners.
The Senior Advisor on Energy Efficiency and Renewable Energy (SA-EERE) will support the CCE Portfolio by smooth implementation of the on-going projects, augmenting synergy among portfolios, and preparation of new projects in the pipeline. The SA-EERE will be on an 80% part-time basis and will be stationed in Ankara.
Objectives of the Assignment
Under the supervision of the CCE Portfolio Manager, the SA-EERE is responsible for high quality technical advisory services for implementation of certain activities under several projects, resource mobilization for on-going and pipeline projects, preparing project proposals, enhancing partnership on energy efficiency and renewable energy sector, and augmenting synergy among projects with a cross-cutting approach on energy and climate change.

Reporting Structure
The incumbent will work in close coordination and collaboration with the experts assigned by the implementing partners of UNDP and other partners. The incumbent will report to the CCE Portfolio Manager at UNDP.
Performance Indicators for Evaluation of Results
- Project impacts is on track with updated risk logs as per approved project document,
- Number of projects in pipeline and new projects with secured funds,
- Timely and quality networking with national stakeholders active in the fields of energy efficiency and renewable energy with successful partnership;
- Number of policy and advocacy interventions at CCE Portfolio level.
