Monitoring & Evaluation Officer (Disaster Risk Reduction) is on a temporary appointment for the period of 364 days based in Kathmandu, Nepal.

For every child,

Under the direct supervision of Emergency Specialist and overall guidance from Chief of DRR& Emergency section, the incumbent will provide support for the implementation of CCDRR programme. The focus will be on the establishment of a monitoring mechanism to ensure effective and quality implementation of the programme. The incumbent will also support DRR/Emergency section to implement the country office emergency preparedness, response in addition to Disaster Risk Reduction actions.

How can you make a difference?

Monitoring, Evaluation and Reporting;

  • Implement monitoring and evaluation tools and establish the systems DRR interventions through participatory process and capture the result based management approach, capture programme impact and ensure programme quality, relevance, efficiency, effectiveness, sustainability and its accountability.
  • Ensure the use of M&E tools and ensure implementation by implementing partners through hands-on technical assistance.
  • Undertake timely periodic field visits to provide continuous programme assessment and analysis and make recommendation for appropriate adjustments to address key bottlenecks and challenges to programme management.
  • Analyse the available information (preliminary and secondary) and share with IPs and UNICEF on the finding for the corrective actions and measures of the programme.

Capacity building:

  • Organize training and workshop to IPs, DDC and VDC stakeholders on M&E framework and its implementation.
  • Implementing a participatory monitoring mechanism and its supervision and reporting.
  • Provide on-going guidance and support to implementing partners on monitoring and reporting.

Information management and learning:

  • Co-facilitate regular program/project reviews, exchange information and experience in quarterly basis
  • Maintain an up-to-date knowledge of both current, and newly emerging monitoring, supervision and evaluation issues and tools.
  • Develop/update roster of trained HR on DRR & M&E and compilation of M&E materials, project documents and training materials.

Documentation of good practices and case studies:

  • Document the whole process of the Programme and best case studies of Child Centered DRR, Climate change and integration of DRR into local level planning.
  • Document the good practices and lessons learned from the Child Centred DRR programme in terms of enhancing the safety and resilience of children in communities and schools where the program has been implemented.

  • Capture good local practices on disaster risk management, which highlight the effectiveness and importance of child participation in school and local disaster risk management planning. This will also capture how children’s agency have been enhanced by building their capacities, knowledge and skills and awareness in disaster risk assessment and preparedness.
  • To highlight the importance of mainstreaming DRR across sectoral plans and programs and in local development planning as means to continuously advocate for child-centred DRR.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of two years of relevant professional experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, evaluation or administration.

    Field work experience (for NO). Training/experience in emergency response management highly desirable.

  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Nepali is required.
