Background Information - Myanmar

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

3MDG

The Three Millennium Development Goal Fund (3MDG) supports the provision of health services in Myanmar and contributes towards the country’s efforts to achieve the three health-related Millennium Development Goals. These goals include reducing child mortality, improving maternal health and combating HIV, tuberculosis and malaria. 3MDG provides support to the Ministry of Health in the implementation of the National Health Plan 2017-2021 to contribute towards the development of a more effective and responsive health system. Established in 2012, the US$271million Fund is supported by seven international donors.

The Monitoring and Evaluation (M&E) Team supports grant management with two M&E team members allocated to each regionally focused team.  The M&E team is responsible for grant management M&E support, M&E systems development, national M&E systems strengthening and support to external /internal assessments, evaluations and data requests.

The 3MDG Fund will end at the end of 2018 but it will be immediately followed by a Successor Fund which will operate in Myanmar for five years (2019 – 2023). The Communications Unit at 3MDG will continue as a core function of the Successor Fund, having a key role in branding, advocacy, events and reporting.

Livelihoods and Food Security Trust Fund – LIFT

The Livelihoods and Food Security Trust Fund (LIFT) is a multi-donor fund established in 2009 to address food insecurity and income poverty in Myanmar. LIFT has received funding from 14 donors – the United Kingdom, the European Union, Australia, Switzerland, Denmark, the United States, the Netherlands, Sweden, France, Luxembourg, Italy, New Zealand, Ireland and Mitsubishi Corporation. The United Nations Office for Project Services (UNOPS) is the Fund Manager to administer the funds and provide monitoring and oversight.

The overall goal of LIFT is to sustainably reduce the number of people living in poverty and hunger in Myanmar. LIFT’s purpose is to strengthen the resilience and sustainable livelihoods of poor people in Myanmar. LIFT’s purpose-level outcomes are increased income, decreased vulnerability, improved nutrition, and pro-poor policy developments.

LIFT works with implementing partners that include international and national non-government organisations, United Nations agencies, the Government of Myanmar, private sector organisations, academic and research institutions.

LIFT is active in the four main agro-ecological zones of Myanmar: the Ayeyarwady Delta, the Rakhine State, the central dry zone (including Mandalay, Magway and the southern Sagaing region), and the upland areas of Chin, Kachin, Kayah, Kayin and Shan States and Tanintharyi Region.

So far, LIFT has reached more than 7.2 million people, or roughly 20 per cent of Myanmar’s rural population, and is active in over two-thirds of the country’s townships. For more details visit www.lift-fund.org.

The incumbents are responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.


Functional Responsibilities

Under the direct supervision of the Manager, Fund Directors Office and Communications (3MDG), and the Communications Specialist (LIFT), and in accordance with UNOPS policies, procedures and practices, the Communications Analyst will work closely with the 3MDG and LIFT teams in the area of communications.

Functions will consist of the following:

  1. Contribute to the design and implementation of external and internal communications strategies for Myanmar and international audiences.
  2. Write and photograph stories for distribution to the press and upload to the websites.
  3. Assist the Communications teams in raising awareness and managing the perception of the funds through localised messaging and brand management.
  4. Develop and maintain strong advocacy channels and networks, maintaining relevant contact lists and content libraries.
  5. Liaise with government counterparts and maintain strong networks within the Ministry of Health and Sports (3MDG) and the Ministry of Agriculture, Livestock and Irrigation (LIFT).
  6. Manage the website in English and Myanmar language, including developing content.
  7. Develop engaging social media posts and campaigns, analysing and reporting social media analytics.
  8. Manage and monitor social network accounts to encourage dialogue and respond appropriately.
  9. Organise logistics and prepare background information for communications-related field trips and events.
  10. Oversee/supervise the Communications Assistant on Procurement activities for the communications unit in close collaboration with the Procurement unit in MMOC.
  11. Prepare project implementation fact sheets and materials needed for workshops, seminars, briefings.
  12. Draft communications products for large audiences including speeches, press releases, media packs and reports, brochures, briefings, video clips, newsletters, websites.
  13. Manage events hosted by the respective Funds, including all logistics, media and press.
  14. Ensure technical oversight and quality assurance of translation/adaptation of relevant information in Myanmar language.
  15. Evaluate effectiveness and impact of the respective Fund's publicity campaigns and the websites.
  16. People management duties where required, and
  17. Other duties requested by the Manager, Fund Directors Office and Communications, 3MDG and Communications Specialist, LIFT.
  18. The incumbent will engage in continued advocacy around the critical role for Fund Management in Myanmar via the work of LIFT, 3MDG (and its Successor Fund)

Monitoring and Progress Controls

The Manager, Fund Directors Office and Communications, 3MDG and Communications Specialist, LIFT will monitor the performance of the incumbents in line with his/her assignment. 

Final Product

The final products will be to

  • support in effective implementation of communications strategies;
  • timely develop quality communications materials;
  • attend to queries and issues raised by stakeholders;
  • establish good relationship with the media, individual groups and other relevant organizations.


Education/Experience/Language requirements

Education

  • Master’s degree in communication, media studies, journalism, international or public relations is required.
  • A Bachelor's Degree in combination with 2 additional years of relevant experience may be accepted in lieu of the Master’s Degree.

Work Experience

  • Minimum 2 years of relevant working experience in journalism and communication is required.
  • Experience of working and talking to both Myanmar and international media is highly preferable.
  • Experience of working in advertising, public relations, social behaviour change communications would be an asset.
  • Experience in developing strategy and plans for communications and helping in the organisation of publicity and communications-related workshops and presentation materials is highly preferable.
  • Previous working experience in a similar position with media organisations, UN, NGO or private organisations would be an asset.
  • Previous successful involvement with, and a good knowledge of, NGOs and civil society sector is an asset.
  • Previous experience with health, livelihoods, rural development programmes and projects would be an asset.
  • Excellent writing and analytical skills in English and Myanmar, with an understanding of drafting press statements and speeches would be a strong asset.
  • Excellent skills in translation from English to Myanmar and Myanmar to English is required.
  • Excellent skills in designing brochures, press kits, websites and reports is an asset.
  • Excellent presentation skills.

Language

  • Fluency in both written and spoken English and Myanmar Language is required.
