OBJECTIVES OF THE PROGRAMME

The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories and areas, by supporting them to reach national health goals and contribute to global and regional public health action. WHO utilizes the Country Cooperation Strategy (CCS), a key element of the Country Focus strategy, as a strategic management tool to create synergy and alignment between WHO leadership priorities and national health policies, strategies and plans as well as United Nations Development Assistance Framework (UNDAF). Creating this synergy and alignment will be essential to advance WHO's organizational effectiveness and ensure WHO's relevance at country level.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties\:

  1. To contribute to the preparation of bi-annual as well as annual GF MER programme budgets and work-plans in line with the results-based management framework in coordination with the programme management focal point(s) in Syria office.
  2. To monitor the budget and support related reporting through preparing and disseminating quarterly budget implementation summaries for the GF MER projects.
  3. Monitor delivery of GF MER projects ensuring that activities and expenditures are aligned with project proposals and the terms and conditions of donor agreements.
  4. Maintain risk management matrices, project calendars, indicator tracking tables, resource schedules and other monitoring tools; draw attention of project manager to activities and awards that are over- or under-funded or behind schedule.
  5. To participate in the capacity building of WHO staff as well as national counterparts with regard to management principles and practices.
  6. To contribute in efforts aimed at strengthening partnership, advocacy and resource mobilization strategies for the GF MER programme.
  7. Closely follow up the project implementation through overseeing the routine daily work of the unit, allocating work as required to ensure queries are responded to and day to day operations are well functioning.
  8. Ensure timely and high quality donor reporting and ensure integrating the GF MER projects achievements in the WHO statutory reporting in coordination with project managers.

REQUIRED QUALIFICATIONS

Education

Essential\: First University Degree in business administration, accounting, management or a related field.
Desirable\: Training in public health and in project management.

Experience

Essential\: At least two years of relevant experience in project management, Resource Planning Support and Budget management.
Desirable\: Working experience in an international organization, NGO, government institute etc.

Skills

  • Excellent skills in assessment, monitoring and analysis of emergency health situations.
  • Excellent interpersonal skills and ability to work under pressure.
  • Proven ability to communicate effectively.
  • Tact, discretion and ability to promote consensus.
  • Excellent presentation skills.
  • Proficiency in MS Office applications as well as experience of ART service, planning, data management / MIS and service delivery.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 25,511 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
