OBJECTIVES OF THE PROGRAMME

The Health Services Delivery Programme - guided by the health system strengthening objectives of the Division of Health Systems and Public Health - aims ultimately to enhance the support provided to Member States in their efforts to optimize the provision of people-centred, coordinated/integrated health services delivery for improved health outcomes. Work within the Programme is encompassed by the development of a Framework for Action towards Coordinated/Integrated Health Services Delivery - a comprehensive, action-oriented work plan to support Member States with the resources (tools, instruments and competencies) for leading and managing service delivery transformations. The WHO European Centre for Primary Health Care Almaty, Kazakhstan works in close partnership with the Regional Office as a satellite unit for an increased presence in countries as a hub of learning and resources on strengthening primary health care-led service delivery. The Programme's core vision for optimizing the health service delivery function works across the following four areas\: (i) sound governance arrangements and management of service delivery, ensuring a clear vision and institutional arrangements for implementation, supervision and continuous performance improvement; (ii) people-centred models of care, designing core services along a full continuum of public health, personal and social care services for the coordinated/integrated provision of care; (iii) the organization of providers with system functions of payment and incentives, information, and other resources aligned to ensure defined models of care are standardized and of high-quality; and (iv) continuous performance improvements, safeguarding the quality of services through a proactive feedback system on performance supported by learning strategies and opportunities for enhanced competencies.

DESCRIPTION OF DUTIES

Proactively and under the overall guidance of the supervisor, the incumbent will provide clerical, administrative and logistic support to the programmatic work of the WHO European Centre for Primary Health Care Almaty, Kazakhstan including logistic management of meetings and other events organized by the Office, also in outside locations. The main duties will be as follows\:

Respond and act on routine telephone enquiries and requests for information.

Assess the critical nature of questions and refers them to appropriate staff for reply.

Register, meet, greet and assist visitors to WHO premises.

Meet official personnel at the airport when necessary and facilitate immigration and customs formalities as required.

Deliver and collect mail, documents and urgently required goods from local suppliers as necessary.

Provide assistance in processing customs clearance of goods including follow up with customs authorities, local authorities and technical and administrative staff in HQ and EURO.

Collect goods from customs, making payments if required.

Ensure complete documentation regarding invoices and payments to relevant staff.

Process and follow up regarding claims of VAT and other taxes that requires special procedures.

Assist with office maintenance, printing, scanning and photocopying of documents, logistics and hospitality arrangements in connection with meetings and other events.

Assist with arrangements for duty travels, including travel authorizations, flight and hotel reservations; handle travel documents such as laissez-passer, visas, and other immigration requirements, etc.

Provide logistical assistance to the office staff and international visiting experts and consultants with respect to visa support, customs formalities, accommodation and transportation (air and ground as applicable).

Assist in the area of office logistics, maintaining records, management of inventory and communication and internet systems.

Assist the administrative staff in local and international procurement of services, office supplies and equipment, including offers and drafting selection reports.

Serve as back up to administrative personnel when required, providing clerical and ad hoc secretarial support duties to technical staff including administration of small portions of cash advances from petty cash.

Interact with and prompt the hosting University to ensure the appropriate functioning of the office building, installations, equipment, networks, and other as needed.

Perform other related duties related to the type of assignment as needed.

REQUIRED QUALIFICATIONS

Education

Essential\: Secondary education.
Desirable\: Driver's licence

Experience

Essential\: Minimum 3 years experience in the logistic/secretarial/clerical field.

Skills

Some knowledge in and experience of application of PC software technologies, as well as in the use of photocopiers and printers.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at KZT 3,303,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
