Role overview VSO Rwanda is seeking a consultant Disability Assessment Advisor with experience of identifying disability amongst children of primary school age as part of 'Building Learning Foundations' (BLF), a national education programme which aims to improve learning outcomes in English and mathematics for primary 1 to primary 3 school pupils in Rwanda. As part of BLF, VSO will develop interventions to promote learning outcomes or children with disabilities. This activity has three phases: 1) Apply the Washington Group approach (tailored to children) to identify children with disabilities in a sample of schools in five Districts; 2) Establish the learning needs and possible interventions for children with the types of disabilities identified in phase 1; 3) Design interventions to support children with disabilities in primary schools targeted by BLF. The entire process is to be completed by the end of 2018 when interventions will begin to be rolled out.
The Advisor will lead phase 1 of the activity. Phase 1 is expected to be complete no later than 1st August 2018. Specifically the Advisor will design and deliver phase 1 including engaging with the concerned -BLF team personnel and key stakeholders, designing necessary tools, providing training and supervision to field teams, and producing data analysis and reporting on results. This is an important opportunity to contribute to learning both within Rwanda and internationally on the use of the Washington Group approach especially for children.
