The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for an experienced, French and English speaking, finance professional with solid humanitarian background to be our Central and West Africa Regional Roving Finance Manager.

 

The NRC Central and West Africa region is composed of country offices in Mali, Central African Republic, Democratic Republic of the Congo (DRC), North-east Nigeria, and in Cameroon. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements numbers due to conflict. Displacement across the region is fluid and complex. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to reach their place of origin. An increasing number of people across the region live in protracted displacement, and are dependent on humanitarian assistance for survival.

The Central and West Africa Regional Office (CWARO) is overseeing the country programmes in the region, and provides strategic guidance across core programme, advocacy and support functions. The Regional Office for Central and West Africa will move from NRC Oslo to Dakar in Senegal during the spring of 2018.

 

Role and responsibilities

The purpose of the Regional Roving Finance Manager position is to act as Finance Manager, be a gap filler as well as support, advice and capacity build finance staff.  The Regional Roving Finance Manager has an important role in building up the new regional office in Dakar as well as support the country offices in the region.

Responsibilities for Acting Finance Manager Deployment

  • Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  • Implement NRC’s financial systems, routines and procedures
  • Maintain overall budget control and monitor cash flows
  • Management of financial team
  • Training of line managers and staff with financial responsibilities
  • Provide regular analysis and reports
  • Implement anti-corruption policy
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Any other task included in Deployment ToR

Responsibilities for Deployments with Finance Manager Present

  • Deliver trainings, including coaching of finance staff on NRC’s finance policy, systems, tools
  • Deliver training on anti-corruption guidelines.
  • Act as in-country mentor and trainer to FM.
  • Provide technical support and advise on NRC Financial Handbook, guidelines and tools.
  • Provide coherent and coordinated feedback to Regional Office management in regards to the needs and challenges of finance units within the region.
  • Facilitate and promote the sharing of best practices and positive deviance behaviors identified in successful country operations.
  • Provide support to FM and CD when a country program requires additional external support i.e. during start-up, emergency response phases of operation and closing down of a country office.

Specific roles and responsibilities will be clarified and documented in a pre-agreed Deployment Terms of Reference (ToR). This ToR will be agreed in advance of deployment by the Head of Finance and the Country Director concerned. During deployment, the Regional Roving Finance Manager reports to the Country Director who assumes responsibility for safety and security, as well as full managerial responsibility for the delivery of the results laid out in the ToR.

 

We are looking for:

An analytic and strategic senior HR manager with minimum 5 years of relevant Finance Manager experience within the humanitarian field.  The successful candidate should have strong finance knowledge. Understanding of the context in Central and West Africa is vital.  We are seeking a flexible and solution oriented candidate who is sociable and has a passion for working with people from different places and backgrounds. A positive person that likes to support and capacity build other people and can empower and build trust in the organization. We are looking for a Finance Manager that is strong in planning and delivering result and has excellent communication skills with ability to communicate with impact and respect.

Our ideal candidate has experience from working in complex and volatile context and proven abilities to handle insecure environments.  Fluent in English and French, both written and verbal is a must as well as documented results related to the position’s responsibility.  NRC experience is an advantage.
