Background

The Human Rights Programme is a new initiative undertaken by UNDP supported by a consortium of donors. UNDP has developed and implemented a number of projects in the human rights, justice and security sectors, including, but not limited to, Support to the National Human Rights Commission, Police Reform, Judicial Strengthening, the Justice Sector Facility, Access to Justice and Activating Village Courts. While these interventions have proved to be successful in improving frameworks and services provided by the human rights and justice institutions space still exists for human rights capacity development. Further, UNDP is looking to expand its cooperation with civil society organizations operating to advocate for human rights in Bangladesh. This is also in line with the UNDP New Strategic Plan 2014-2017 to meet citizen expectations for voice, development, the rule of law and accountability by stronger systems of democratic governance.
 
UNDP has developed the Human Rights Programme to complement previous work with the Bangladesh National Human Rights Commission.
 
The Human Rights Programme will build the capacity of existing human rights architectures in Bangladesh. The Programme will support state based institutions, with a special focus on the National Human Rights Commission (NHRC), as well as undertake key civil society interventions to improve human rights coalitions across the country. The Programme will have a particular focus on working with vulnerable and marginalized groups, including women and girls, children and young people, ethnic and religious minorities, people with disabilities, Dalit and other minorities. It will build gender equality initiatives, strengthen civil society activities for women and girls and build the position of the NHRC as an important partner for gender equality within Bangladesh. The Programme will seek to expand on rights based advocacy, in particular looking at developing the NHRC's role in engaging with Government on human rights.
 
The Human Rights Programme has five outputs:
 
  • Strengthened capacity of the National Human Rights Commission to deliver on its mandate;
  • Enhanced capacity of civil society and community based organizations to engage in human rights advocacy and awareness raising;
  • Enhanced capacity of law enforcement agencies, in particular police, on human rights issues;
  • Strengthened capacity of national stakeholders to better protect and promote women's rights;
  • Strengthened capacity of national stakeholders to better protect and promote the rights of ethnic minorities;
  • The duration of the Human Rights Programme is five years (2016-2020) and is expected to work in conjunction with other UNDP projects and programmes to leverage established entrance points and lessons learned.
 

Duties and Responsibilities

Key Responsibility:
 
The Data Analysis Expert will have primary responsibility for undertaking programme activities that develop datasets and database to provide evidence of human rights enjoyment in Bangladesh. The expert will be expected to work with CSOs, the NHRCB and other groups to ensure programme activities are finalized and meet high standards of delivery.  
 
Duties and Responsibilities:
 
The Data Analysis Expert, under the broad guidance of the CTA and Programme Coordinator and direct supervision of the Programme Officer will ensure implementation of programme strategies focusing on achievement of the following results: 
 
  • Provide programme support on data gathering and analysis to senior management of the Human Rights Programme in line with the Annual Work plan and key activities;
  • Collect data on thematic human rights issues and analyze results using statistical techniques for the research work undertaken under any key activities;
  • Manage contractors engaged by the programme, ensuring work is delivered within target  Parameters;
  • Ensure delivery of AWP activities related to data and analysis;
  • Support the work of external consultants including operational arrangements, meetings and materials as necessary;
  • Support the Investigation and Human Rights Expert of HRP to oversee the database system (for data collection by media monitoring, complaints lodged to the NHRCB, information from people, information from human rights defenders (HRDs), CSOs) of NHRCB and analyzing results; further to provide support for digital complaint handling of NHRCB;
  • Build the capacity of the NHRCB to undertake data collection, management and analysis in their day to day work;
  • Support the CTA in undertaking their role to provide technical expertise and training to the Commission and CSOs more widely;
  • Develop knowledge management capabilities of the NHRCB;
Strategic data collection support:
  • Support the Programme Coordinator in policy development and advocacy on human rights data collection, mapping and analysis; 
  • Provide supports to Programme Officer in recording and developing data as required;
  • Identify and advise on entry points for Programme activities in communities of particular concern. 
Analysis Capacity Support:
  • Build capacity of NHRCB to analyse human rights data;
  • Build partnerships with CSOs at the National and Divisional level to deliver data on human rights and develop reporting systems that generate analysis for programmatic activities;
  • Capacity build NHRC staff in the building and maintaining of databases on human rights enjoyment; 
  • Other tasks designated by Programme Coordinator and /or Chief Technical Advisor;
Impact of Results:
 
The Data Analysis Expert will play an important part in ensuring that additional data collection undertaken under the programme is channeled effectively and utilized for the benefit of the programme and the NHRC.

Required Skills and Experience

Education:
  • Bachelor’s degree in statistics or a subject with major statistics component;
 Experience:
  • At least 5 years of work experience in data collection and management;
  • Experience working with human rights organizations in a development context;
  • Experience working Civil Society Organizations;
  • Demonstrated ability to work in a programmatic context;
  • Experience of working with government officials and external consultants will be an added advantage;
Language Requirements:
  • The candidate must have excellent report writing skills, written and speaking skills in English language
