Project Officer

OBJECTIVES OF THE PROGRAMME

The Department for the Management of Noncommunicable Diseases, Disability, Violence and Injury Prevention (NVI) advances global health through the prevention of violence, injury, vision and hearing loss; the management of NCDs; and the improvement of the quality of life for people with disability. The Noncommunicable Diseases Management Unit's main mission is to provide leadership and technical guidance for development, implementation, and evaluation of policies, plans and programmes for management of Noncommunicable Diseases (NCDs) including cardiovascular diseases, in collaboration with Member States and internal and external partners. The objective of the programme is to support delivery of the Global Action Plan for the Prevention and Control of NCDs including the strengthening of cardiovascular disease management as a component of integrated treatment through the life course.

DESCRIPTION OF DUTIES

The incumbent will work in cooperation with, and under the guidance of the relevant manager to ensure the smooth running of the cardiovascular component of the RESOLVE initiative at WHO, specifically\:

- Serve as the focal point for the cardiovascular component of RESOLVE from WHO (CVD, reduction of salt and elimination of trans-fats).

-  Ensure coordination between WHO HQ departments, regional offices and country offices\: hold regular coordination meetings, share information, liaise with Directors and WRs on regular basis, coordinate the development of workplans, support their implementation and facilitate their monitoring intervene and provide support should challenges arise or delays occur. 

- Liaise with the donor\: ensure regular communication; coordinate and facilitate timely and accurate reporting, participate in donor meetings.

- Ensure smooth relations with all partners involved.

- Provide technical support and/or coordinate appropriate support to implementing countries from relevant teams as needed.

- Be responsible for communications (internal and external) relating to the cardiovascular component of the initiative.

REQUIRED QUALIFICATIONS

Education

Essential\: A first level university degree in science, natural sciences or public health, medicine, epidemiology or health policy.
Desirable\: An advanced university degree in public health epidemiology or health policy.

Experience

Essential\: At least five years of relevant experience in NCDs, including project management and report writing, of which at least one year at international level or under the auspices of an international organization.
Desirable\: Experience in the development and implementation of public health programmes. Experience in working in any areas related to public health, preferably NCDs.  Proven experience with managing projects in any area related to NCDs. Experience with project monitoring and evaluation and experience with engaging key stakeholders.

Skills

Excellent analytical and organizational skills. Excellent communication skills (oral and written). Able to coordinate, plan and implement projects and activities with minimum supervision but work equally well as part of a team. Manage and expand global partnerships and programme implementation in countries through partners. Proven skills of working with various stakeholders at national, regional or international levels, excellent knowledge of public health interventions, good skills in report writing, literature reviews, data analysis and project management. Familiarity with developing country needs.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4116 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
