Under the overall authority of the Assistant Director-General for the Social and Human Science Sector (ADG/SHS), and the direct supervision of the Director for Policies and Programmes and the Director for Partnerships and Outreach (in a matrix configuration), and following their guidance, the incumbent is responsible for defining section priorities and translating these into programmatic and thematic strategies, designs and activities. The incumbent will also serve as a team leader, with direct supervision of the Rights and Inclusion Section staff.

In addition, the incumbent will be responsible for the following\:

 

Vision

  • Providing the strategic and operational leadership to the Inclusion and Rights Section. 
  • Designing and implementing relevant strategies, policies, objectives and deliverables related to the thematic area of Inclusion and Rights.

Programme Design and Management

  • Supervising and coordinating the conceptualization, design, implementation and monitoring of programme activities. 
  • Ensuring the development and operational coordination of rights and inclusion projects under the regular programme and developing extrabudgetary initiatives and activities.
  • Defining Section objectives and aligning with overall Sector priorities.

Knowledge and Expertise Exchange

  • Keeping abreast of emerging trends and applying best practices and ensuring constant dialogue within network of experts.
  • Managing contributions to subject-specific knowledge bases, ensuring thorough dissemination and directing research/further analysis.

Representation and Policy Advice

  • Representing the Section and programmes to internal and external networks, such as universities, agencies, organizations and ministries.

Resource Mobilization

  • Seeking and exploring resource mobilization opportunities for extrabudgetary resources for inclusion and rights thematic areas including engaging potential donors with project plans.
  • Supervising the entire funding process, including developing and writing proposals, validating progress reports and ensuring the timely implementation and completion of project/programme activities.

Administrative Management and Staff Development

  • Leading and supervising the section. Setting  objectives, monitoring progress and development, providing regular feedback and follow-up in line with the performance management cycle.
  • Managing budget and ensuring other administrative tasks, such as ensuring documents are in line with rules and regulations. 

EDUCATION

  • Advanced university degree (Master's degree or equivalent) in social and human sciences, law, political science, international relations, development economics or a related field.

WORK EXPERIENCE

  • Minimum 10 years of progressively responsible relevant professional experience in human rights, social justice, poverty reduction or social inclusion policies, including at least 5 years at the international level. 
  • Demonstrated experience in the diplomatic and policy-making areas at the international level.
  • Proven experience in the development, implementation and monitoring of programmes/projects.
  • Relevant experience in support, training and/or capacity building of internal and external  stakeholders.
  • Experience in providing technical support; managing multi-stakeholder consultations and consensus-building and leading policy reviews.
  • Experience in strategic planning and in the management of financial and human resources.
  • Demonstrated experience in leading, managing and motivating multicultural staff and teams.
  • Experience in fundraising or resource mobilization.

SKILLS/COMPETENCIES

  • Good knowledge of UNESCO’s mission, functions and core strategies and their leading impact on Inclusion programmes.
  • Knowledge of Result-Based Management and Result-Based Budgeting techniques.
  • Strong conceptual, intellectual and analytical capacities, with a high sense of objectivity and professional integrity, diplomacy, tact and political astuteness.
  • Strong representational abilities.
  • Good IT skills including knowledge of MS Office software.

 LANGUAGES

  • Excellent knowledge of English or French and good knowledge of the other language.
