The Conflict Technical Advisor for Contextual and Community-level Conflict Analyses will provide high-quality and informed analyses of conflict dynamics, drivers of conflict, key influencers and potential spoilers within communities, developing a thorough and nuanced understanding of political, economic and social systems to inform project activities and associated management and evaluation processes. S/he will oversee a geographic data analysis and mapping as a component of these efforts. This work will support USAID and other local and international actors working in humanitarian, early recovery, development and peacebuilding activities to identify and utilize approaches that mitigate harm, avoid exacerbating drivers of conflict, and promote trust building and reconciliation where possible. Analyses carried out by the Conflict Technical Advisor will support the identification of best practices and recommendations for more holistic, complementary activities to bridge humanitarian, peace and development objectives and can be adapted to other areas affected by conflict.

Primary Responsibilities:

  • Provide technical services to build capacity for improved understanding of conflict dynamics, early recovery strategies, and approaches in working with communities affected by conflicts.
  • Draft monthly contextual reports
  • Prepare in-depth analysis reports
  • Refine methodology for community-level conflict analyses and provide training and technical assistance to staff and relevant stakeholders on its application.
  • Ensure quality of written community-level conflict analyses products
  • Provide technical guidance to project staff on tailoring interventions to community needs and context, adjusting as needed to changes in local dynamics;
  • Train staff and partners and staff in conflict sensitivity and Do No Harm approaches to ensure they are integrated into CSP activities;
  • Strengthen capacity of USAID technical teams to identify and implement conflict sensitive interventions in areas within Myanmar affected by conflict enhanced; and,
  • Develop and share lessons learned, best practices and recommendations on working in areas affected by conflict for humanitarian, development and peacebuilding practitioners.

Minimum Requirements:

  • Master’s degree or international equivalent in one of the following relevant fields is strongly desired: conflict analysis and resolution; international security; public administration; international development; or a related field. Phd preferred.
  • Minimum of eight years’ relevant experience working on conflict analysis, conflict sensitivity, peacebuilding, early recovery, and/or humanitarian assistance. Ideally, the experience should include at least two of the following: contextual research and analysis; conflict assessment; application of conflict sensitivity in field program implementation; and building capacity of local staff and partners in these areas.
  • Experience working in conflict-affected countries.
  • Fluency in English
  • Outstanding writing, editorial, and verbal communication skills
  • Experience with USAID contracts and cooperative agreements, and knowledge of USAID programming and policy objectives preferred.
  • Must have strong supervisory and organizational skills.
  • Strong interpersonal, negotiating, decision making, and problem-solving skills.
  • Must be able to intellectually conceive, design, and articulate new approaches in the conflict-sensitive development and peacebuilding arenas.
