The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of the Urban Displacement and Outside of Camp (UDOC) Project Coordinator is for implementation of NRC’s projects in Hawija District.  Co-operate closely with counterparts from other NRC core competencies to ensure integration of NRC services in targeted areas, ensure the same of all project staff, and Ensure proper project documentation in line with M&E plans and donor requirements, UDOC Project Coordinator  will be reporting to the Program Manager the position will be based in South of Kirkuk/ Hawija. 

 

Ideal Candidate Profile:

 A university graduate preferably in social sciences, with (5) five years’ work experience working in a line management position relevant to project implementation engagement and mobilization, protection, community capacity building, or related field. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Work with project field staff and Project Manager to ensure effective weekly and monthly planning and implementation of project activities, according to annual work plans.
  • Establishment of UDOC centre with the guidance from the Project Manager.
  • Support development of spending and procurement plans according to budgets and NRC procedures.
  • Ensure proper project documentation in line with M&E plans and donor requirements
  • Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job; provide feedback accordingly and work with the PM to ensure capacity building of project staff.
  • Provide the PM with relevant information and data required for project reporting and for development of project strategy and proposals, including feedback on successes and challenges.
  • Co-operate closely with counterparts from other NRC core competencies to ensure integration of NRC services in targeted areas, and ensure the same of all project staff.
  • Adhere to NRC policies, guidance, and procedures.
  • Attend external /Internal coordination meetings at field level and Kirkuk level as and when required.
  • Performance management of the UDOC project team.
  • Perform any other activities requested by line manager.

 

Qualifications:

  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Ability to work in Hawija, and provide own transportation and accommodation in Kirkuk.
  • Candidates from Hawija are encouraged to apply.
  • Political and cultural awareness, as well as good understanding of the context in Kirkuk.
  • Experience with field operations and coordination (e.g. interaction with security, finance, logistics, HR/admin units)

 

The post will be for (6) six-months contract duration with possibility of extension- subject to funds.

Salary: 7/1 according to NRC-Iraq's salary scale.
