The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of the Urban Displacement and Outside of Camp Multi-Purpose Community Centre  (UDOC MPCC) Officer is to implement the day to day activities in the Community Centre. The main duty of the UDOC MPCC Officer is to manage the scheduling and coordination of all activities within the Community Centre. He/she will be reporting to the Camp Management Coordinator. UDOC Officer will be reporting to UDOC Coordinator. The position will be based in Hawiga – Kirkuk.

 

Ideal Candidate Profile:

 A university graduate with minimum (2) two years’ experience working as a Project Officer in a humanitarian/recovery context is required. Ideally the candidate should have good reporting skills and be able to use MS Word, Excel, Powerpoint and Outlook. S/he should have proven skills and experience in report writing. Fluency in spoken and written English, Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  •  Under the supervision of the Camp Management Coordinator/Project Manager, liaise with relevant stakeholders, including governmental authorities, humanitarian and developments organizations. Coordinate with partners on activities and assistance conducted within the center.
  • Ensure that beneficiaries receive up to date information and are aware of the assistance available in the center and the area.
  • Responsible of all administrative work related to the center and oversee care and maintenance work.
  • Support Camp Management Coordinator in establishing UDOC/MPCC center (identification of Centre, installing equipment, furniture etc)
  • Support the establishment and maintenance of coordination mechanisms and coordination tools (e.g. 3W, service mapping etc.).
  • Promote referral, complaint & feedback mechanism for the effected population.
  • Set up and maintain an overall schedule and plan of activities of NRC UDOC staff working in the center. Participate in the recruitment of staff and provide on the job training as required.
  • Ensure that gender and protection mainstreaming are carried out at the field level by all staff and throughout all activities. Promote durable solution.
  • In collaboration with Camp Management Coordinator prepare Procurement Requests, payment lists, attendance sheets, reports, etc. as needed.
  • Ensure that project data, Centre asset and inventory are maintained properly.

 

Qualifications:

  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities
  • Ability to work in Hawiga, and provide own transportation and accommodation in Kirkuk. Candidates from Hawiga are encouraged to apply. 
    Ability to communicate effectively with people of all ages, genders, education levels, and backgrounds.

 

The post will be for (6) six-months contract duration with possibility of extension- subject to funds and satisfactory performance.

Salary: 5/1 according to NRC-Iraq's salary scale.
