The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

To strengthen the capacity to respond immediately to the needs of our beneficiaries when a crisis occurs, NRC operates Emergency Response Teams, each consisting of three staff. The ERTs are deployed both to support NRC Country Offices in their response to an emergency and to emergencies in countries where NRC has no prior presence for assessment and possible initiation of an emergency response. If setting up a regular programme, the capapcity will be supported by additional staff depending on what is needed for the specific emergency.

Job description

  • Lead the NRC Emergency Response Team during assessments and emergency programme implementation
  • Provide situation analysis, identify gaps and protection needs, and make proposals/concept notes within the framework of NRC’s core activities, taking into account the specific needs of the affected population on site and/or in host communities.
  • In collaboration with other humanitarian stakeholders, develop and ensure that the relevant assistance is provided and suited to the humanitarian context
  • Approach in-country donors for emergency funding
  • Manage the emergency team and identify staffing needs required for the implementation of activities
  • Provide input to information/media work and advocacy in coordination with NRC Head Office
  • Ensure information sharing and coordination through established humanitarian coordination mechanisms and with external stakeholders
  • The Team will be deployed up to 70% of the year. The remaining approximately 30% is breaks between deployments and annual leave.

Qualifications

  • Proven record of management and leadership skills and the ability to achieve results and meet objectives in an emergency setting
  • Proven capacities in team building
  • Proven experience in assessing, designing, implementing, and monitoring activities in emergencies
  • Strong organizational skills with the ability to work with little infrastructure
  • Good understanding of financial and administrative routines
  • Experience in strategic thinking and planning processes, ability to set priorities, prepare manageable work plans and to evaluate progress
  • Fluency in English and French, both oral and written. Other languages an asset.
  • Holder of a valid international driver’s licence

Education level

  • College / University, Master / Phd grade

Personal qualities

  • Willingness and interest to work in emergency situations and insecure contexts.
  • Need to be highly flexible in tasks.
