Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of ICLA officer position is day to day implementation of the ICLA Programme. The main duty of ICLA Officer is to provide mobile legal assistance to beneficiaries who are unable to claim or realize their Registration Civil Documentation (RCD) or Housing, Land and property (HLP) rights on their own (i.e. irregular cases or those with particular vulnerabilities) in Mosul.  ICLA Officer will be reporting to ICLA Coordinator. One position will be based in Mosul and another will be based in Hamam Al Alil, Nineveh.

 

Ideal Candidate Profile:

A university graduate with experience in civil law in Iraq with minimum (2) two years’ experience from working as a Project Officer in a humanitarian/recovery context. Ideally the candidate should be able to use MS Word, Excel, Power point and Outlook. S/he should have the ability to prioritize responsibilities, carry out multiple tasks simultaneously, and able to meet deadlines.  Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Compile up-to-date information on relevant Registration Civil Documentation (RCD) & Housing, Land and property (HLP) laws, procedures, and practices
  • Provide mobile legal assistance to beneficiaries who are unable to claim or realize their RCD or HLP rights on their own (i.e. irregular cases or those with particular vulnerabilities).
  • Assess the need for provision of financial assistance to vulnerable IDPs to cover administrative or legal fees, or transportation allowance to attend administrative or court proceedings;
  • Input and update beneficiary data into ICLA’s case management tools, and periodically disaggregate and analyze data gathered during legal assistance activities in order to identify trends.
  • Advocate for recognition of the RCD & HLP rights of displaced persons when engaging with stakeholders, including building owners, local authorities and humanitarian partners
  • Undertake regular monitoring & evaluation of ICLA activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes
  • Adhere to ICLA policies, donor agreements, work plans, budgets and procurement plans.

 

Qualification:

  • Demonstrable experience in negotiating with government authorities and/or building owners, and in advancing the interests of vulnerable beneficiaries before such stakeholders
  • Proven skills and experience in case management and conflict resolution
  • Documented results related to the position’s responsibilities
  • Strong communication, interpersonal, analytical and negotiation skills
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines

 

The post will be for (5) five-months’ contract duration with possibility of extension- subject to funds and satisfactory performance. 

Salary: 5/1 according to NRC-Iraq's salary scale.
