What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Role description

The ICRC defines Economic Security (EcoSec) as the status of an individual, household or community that is able to cover its life and livelihoods obligatory expenditures in a viable manner, consistent with its environment, culture and customs. Within its global Economic Security approach in conflict affected countries, the ICRC implements Relief, Livelihood and Rehabilitation Programs in order to improve, restore or maintain food and economic security at household level. To achieve this objective, the Economic Security unity uses a combination of different interventions and modalities, such as cash and voucher programs, microeconomic initiatives, agricultural and livestock programs, and relief items distributions

The veterinarian ensures an independent and professional evaluation of livestock related issues (past and present) in the targeted areas of the country. S/he implements, with the help of the EcoSec team, of external consultants and the staff of Ministries of Agriculture (MoAI) the livestock program in the field, including Community Animal Health Worker (CAHW) training/monitoring and vaccination campaigns. S/he provides support and guidance to the EcoSec operation in terms of livestock interventions and contributes to the definition of plans.

External interlocutors of the veterinarian are other organisations active on the same field of activities and divers technical services of the Ministry of Agriculture.

The position is also a focal point for other EcoSec activities in targeted areas.  .

Main responsibilities

  • Liaises with the Government bodies of Ministry of Agriculture ( MoAI ).
  • When the situation allows, provides Community Animal Health Worker refresher courses and Animal Health Assistant courses in close collaboration with the local MoAI.
  • Manages vaccination campaigns: identification of needs and geographical areas in collaboration with ICRC structures. Implementation of the campaign in collaboration with Ministry on a free basis.
  • Advises and supports EcoSec colleagues with the implementation of livestock based small scale livelihood support Initiatives (such as restocking, poultry production, fodder production).
  • Designs and contributes to the implementation of relevant emergency interventions.
  • Provides training and coaching of the EcoSec team on the livestock approach and related activities.
  • Investigates the real capabilities of the private and Governmental veterinary sectors.
  • Ensures appropriate internal technical reporting.
  • Attends relevant external coordination meetings.
  • Organises the planning and coaching of livestock national staff.
  • Coordinates and implements in Yemen livestock activities with relevant authorities and other actors such MoAI, I - NGOs, and FAO.
  • In close collaboration with field EcoSec colleagues, coordinates and implements livestock program with relevant local authorities and actors.
  • Implements other EcoSec activities in his/her area of expertise

Desired profile and skills

Technical

  • University degree, preferably in Veterinary medecine. Good background in economics, development studies, anthropology or sociology is an asset.

Experience

  • 3 year’s experience in the implementation of humanitarian / development projects or programmes.
  • Previous experience in Yemen is a definite asset

Skills / Qualities

  • Ability to work under stress particularly associated with a conflict-affected environment and highly restricted movement
  • Good analytical skills allowing for “ bigger picture “ perspectives, contributing to a multi disciplinary understanding of trends, and thematic
  • Ability to understand the constraints and opportunities relating to actions under his/her responsibility, take them into account and adapt to them accordingly
  • Proven capacity to work with project cycle: establishing appropriate (SMART) objectives and indicators is required
  • Coaching skills and ability to motivate colleagues both individually and as part of a larger team
  • Good organisational, managerial, planning, reporting and networking skills

Language skills

  • Fluent English is essential; French and/or Arabic is a strong asset.

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
