Overall Purpose of the Role 
The Resilience and Livelihoods Manager will have overall responsibility for the management and provision of technical support for all resilience and livelihoods activities implemented in the Somali region of Ethiopia by DRC Ethiopia as part of an ECHO-funded project entitled Community-Driven IDP and Refugee Response and Resilience-Building in the Somali and Gambella Regions of Ethiopia. The Resilience and Livelihoods Manager will be responsible for day-to-day management of the project’s resilience activities, including the management of up to four project officers and assistants. Day-to-day management will include coordination and oversight of project staff, budget management and ensuring quality and timely implementation of all activities, while maintaining full compliance with DRC and donor policies and regulations. The position requires proactive and clear communications and collaboration with DRC Ethiopia’s Livelihoods Coordinator in order to develop a detailed and contextually appropriate methodology for implementing community-driven early recovery initiatives for internally displaced populations and their host communities. Furthermore, the Resilience and Livelihoods Manager will play a key role in documenting the initiative for the purpose of lesson learning and in anticipate of an eventual scale-up of the intervention.  
     
Responsibilities
Management and Coordination
  • Overall responsibility for the recruitment and daily management of all resilience and livelihood program staff funded under the Community-Driven IDP and Refugee Response and Resilience-Building in the Somali and Gambella Regions of Ethiopia project, including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.  
  • Daily management of the ECHO project’s resilience and livelihoods components in the Somali region, including ensuring compliant financial operations and budgeting, administration, human resources, logistics, procurement and security in line with DRC and donor regulations.  
  • Represent DRC publically on issues related to the resilience and livelihoods components of the project at the site level, including in coordination fora with other agencies. 
 
Programming
  • Design and development of targeting criteria and organization of field assessments to inform program design and the selection of appropriate sites for intervention. 
  • Lead the design and refinement of DRC’s ECHO-funded livelihoods and resilience activities, and develop detailed work plans and budgets for all associated activities. Activities will largely focus on community-driven early recovery initiatives which benefit both IDP and host communities. Knowledge of local agricultural, pastoral and livelihoods practices is an added advantage.    
  • Act as DRC Ethiopia’s technical focal point in the Somali region for all livelihoods and resilience imitative related to the ECHO project and contribute to the overall technical direction of the project.  
  • Contribute to the strategic direction of DRC livelihoods and resilience programming in the Somali region through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.  
  • Ensure the timely and quality delivery of all relevant reports and monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations.  
  • Support staff to integrate protection and do no harm principles into the organization’s livelihoods and resilience initiatives.  
 
Finance and Administration
  • Manage and regularly review resilience and livelihoods budget components of the ECHO project.  
  • Assume responsibility as primary budget holder for the ECHO project and lead in the development of revisions and spending plans.  
  • Collaborate regularly with the Addis Ababa-based finance teams to monitor spending and ensure the timely utilization of ECHO funds.  
  • Ensure full compliance with DRC and donor financial guidelines and policies. 
 
Human Resources 
  • Manage the Somali region resilience and livelihoods team and support respectful and positive working relationships which allow for the effective implementation of all activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and extensive knowledge of livelihoods and resilience programming. 
  • Lead ECHO-specific recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance. 
  • Promote professional development by identifying training and capacity building opportunities and ensure staff are well versed in essential livelihoods and resilience concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.  
  • Collaborate with the Addis Ababa human resources department to ensure staff evaluations are conducted on a regular basis.  
 
Logistics and Procurement 
  • Collaborate with the Jijiga, Dolo Ado and Addis Ababa-based logistics and procurement teams to develop and maintain ECHO-specific procurement plans. 
  • Collaborate with the Jijiga, Dolo Ado and Addis Ababa-based logistics and procurement teams to ensure field-based records of ECHO procurements are well managed, fulfill DRC and donor requirements, and are always up-to-date for use in donor reports.  
  • Monitor assigned budget lines to ensure spending is in-line with project timelines and implementation schedules.   
  • Regularly review procurement plans with procurement and logistics, and finance teams to adjust spending as required in advance of project closure.  
 
Safety and Security
  • Collaborate with the Jijiga and Dolo Ado Area Manager in ensuring staff safety in the area of operation. 
 
Reporting  
The Resilience & Livelihoods Manager will report to the Head of Program.  
 
Conditions: 
Contract:    Four (4) months with possibility of extension, subject to funding. 
Salary and other conditions are offered in accordance with DRC’s Terms of Employment at A14 for international staff or competitive salary and conditions as per national staff terms of employment, as relevant. This is a non-family posting. 
 
Availability:    Immediately     
 
Duty Station:      Addis Ababa, Ethiopia with frequent travel to Somali Region

Requirements
Education:  
Minimum Bachelor’s degree in economics, agriculture, social sciences, international development or another relevant field from a recognized institution. 
 
Experience and Technical Competencies:   
 
  • Minimum of 5 years of professional experience designing and implementing livelihoods and resilience programming, preferably in the Somali Region.Advanced skills in designing and implementing community-driven early recovery initiatives. 
  • Experience with implementation in rural areas of the Somali Region. 
  • Proven experience in project design and management, including budget expenditure, donor relations, reporting, staff management, and monitoring and evaluation.  
  • Ability to work as part of a multi-cultural, multi-disciplinary and inter-agency team. 
  • Ability to travel and to work independently and in harsh environments. 
  • Ability to manage a large workload and multiple tasks in a fast-paced environment with tight deadlines.   
  • Highly organized, pro-active decision-making ability wit proven analytical and problem-solving abilities. 
 
Languages: 
  • Excellent verbal and written proficiency in English. Knowledge of Somali an added advantage.
