ABA ROLI is recruiting for a Washington DC-based Chief of Party (COP) for an anticipated global program “Targeting Natural Resource Corruption.” The Chief of Party will lead a USAID-funded Leader with Associates (LWA) designed to create stronger links between good governance, anti-corruption, and natural resource management, especially biodiversity and wildlife conservation. In an effort to reinforce global resource conservation, this initiative seeks to apply anti-corruption expertise in governance sectors to strengthen natural resource management practices in an international development context. By promoting good governance practices and conservation efforts, the LWA aims to reduce the threat corruption poses to biodiversity conservation and sustainable economic development.

RESPONSIBILITIES

· Provide technical leadership for all activities under the LWA, including conceptualizing, designing, and implementing innovative, cutting-edge programming and technical leadership activities that will fight corruption within the natural resource sectors.

· Foster partnerships at the international, national, and local levels to promote learning and exchange across governance and environmental sectors.

· Identify and consolidate a body of expertise, skills, and resources regarding anti-corruption and good governance, for application to natural resource management.

· Develop successful methods and tools from governance sectors to combat corruption in wildlife, fisheries, and forest sectors.

· Leverage global knowledge to develop context-specific solutions and policy plans to address corruption related to natural resources management.

· Employ an evidence-based management approach grounded in research, a broad theory of change, and target indicators supporting better governance objectives.

· Collaborate with key project staff in DC and field-based teams to meet all agreed-upon objectives, deadlines, and other requirements as set by the donor and managers.

QUALIFICATIONS

· Expertise and at least 10 years of experience in areas related to anti-corruption, good governance, anti-trafficking or biodiversity conservation, with an emphasis on governance.

· University post-graduate degree (masters/doctorate) in fields related to natural resource conservation and management, anti-corruption, or other relevant field.

· Deep understanding of, and experience working in the natural resource sector, particularly focused on activities related to policy and governance.

· Proven leadership abilities within a multi-partner initiative, and experience representing projects at high levels of policy engagement.

· Experience communicating and building productive relationships within a broad range of government, civil society, academic, and IGO entities, at international, regional, and local levels.

· Experience managing interdisciplinary and culturally diverse teams in centralized and remote locations.

· At least 10 years of (overseas) experience implementing donor-funded development projects.

· Excellent organizational, oral and written communication skills.

· Demonstrated track record of progressively responsible managerial experience implementing donor (especially USAID) projects with similar complexity.

· Experience managing large and complex USAID awards, including analogous LWA or IQC mechanisms from USAID
