ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

BACKGROUND:

On average, WFP reaches more than 80 million people with food assistance in 75 countries each year.

In Sudan, WFP has recently launched an Interim Country Strategic Plan, recognizing the sustained nature of challenges Sudan has been facing whist transitioning WFP’s portfolio towards life-changing interventions.  A reduction of humanitarian needs through facilitation of self-reliance and increased attention towards addressing the root causes of malnutrition and the sustainability of food systems aim to make a significant contribution towards the achievement of SDG 2 in Sudan.  WFP will, furthermore, transition to a Country Strategic Plan to be effective from 2019 to 20123. 

WFP’s humanitarian accountability to affected populations policy defines WFP as designing and carrying out food assistance activities in a manner that they do not increase the risks faced by the individuals and communities receiving assistance, but rather, contribute to the safety, integrity and dignity of vulnerable people.

In this spirit to meet SDG 2 goals, WFP Sudan is committed to integrate beneficiary accountability of affected populations into our ongoing as well as future activities under the Country Strategic Plan.  WFP recognizes that this is about good programming and avoiding potential negative impacts for the women, men, boys and girls we serve in a dignified manner.

JOB PURPOSE

Under the overall supervision of the Head of Programme in Sudan and the direct supervision of the WFP Head of Emergency Response, with technical support from WFP Regional Office in Cairo and WFP Headquarters where needed, the staff member will be responsible for mainstreaming and enhancing accountability to affected populations (AAP) considerations into WFP programmes, both ongoing as well as future activities. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnership to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Other as required.

SPECIFIC RESPONSIBILITIES AND DELIVERABLES:

  1. In collaboration with other colleagues, both within Programme unit (M&E, VAM, Emergency Preparedness, Gender, Resilience, Nutrition) and other units, plan, implement and assist in the coordination of AAP strategies in our programmes, with particular focus on WFP beneficiaries.
  2. Proactively explore shortcomings and areas of improvement for mainstreaming AAP and on the basis of such findings, make effective recommendations on how WFP’s programmes could contribute towards AAP.
  3. Regularly participate in inter-agency AAP fora (such as AAP sector meetings and other relevant task forces), ensuring that AAP issues around WFP beneficiaries and communities are systematically reported and appropriately addressed.
  4. Maintain good rapport and coordination with appropriate field offices, regional bureau and headquarters to stay abreast of the latest issues, innovative approaches and initiatives concerning beneficiary accountability to affected populations.
  5. When required, coordinate with the PSEA focal points on individual cases of concern and treat them with utmost confidentiality if further screening, fact finding, referral or assistance is required from the organization.
  6. Participate in AAP-focused workshops and seminars and represent the organization official gatherings as required.
  7. Build capacities and enhance existing ones among field and country-office based colleagues and partners on WFP AAP Policy, International Humanitarian Law and national laws. 
  8. Develop standard operating procedures around beneficiary needs vis-à-vis AAP as required.
  9. Perform other duties as may be assigned.

STANDARD MINIMUM QUALIFICATIONS

Education and Experience: Advanced university degree in political or social sciences, or social work related field, with at least one-year experience in working in the field of protection, or First University Degree with two years of related work experience

Language: Fluency (level C) in Arabic and English languages.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Ability to coordinate administrative activities and have a good level of computer literacy and capacity to draft reports/documents clearly and concisely.
  2. Ability to work under extreme pressure in difficult conditions.
  3. Knowledge of work routines and processes in order to complete tasks under minimal supervision.
  4. Ability to identify problems whilst being solution-oriented.
  5. General knowledge of UN system related policies, rules, regulations and procedures.
