OBJECTIVES OF THE PROGRAMME

Within the scope of the area Strategic planning, resource coordination and reporting, the objectives of the Department is to provide leadership in the conceptualization, development and implementation of an integrated programme management system for WHO. As such, it serves as the Organization's focal point for the continuous improvement of WHO's managerial processes (principally strategic planning and budgeting, policies for development, implementation, control and development of the Programme Budget, operational planning, monitoring, reporting and performance assessment), facilitating consistent implementation of these processes, and developing tools to enable a corporate approach to results-based management. The Department does this through its facilitation and support role to the programme management network in major offices and the category and programme area networks.

DESCRIPTION OF DUTIES

Under the supervision and guidance of the Coordinator and in close collaboration with the planning and performance monitoring team, the incumbent provides comprehensive technical and administrative support in the following areas\:

- Focal point for communications (intranet, internet, Sharepoint) and file management of the unit, and liaise with director's office regarding these matters.

- Assist in PRG module GSM maintenance and enhancements and related Business Intelligence, results hierarchy maintenanceReview and coordinate the layout, publication, translation and printing of statutory documents in close coordination with Governing Bodies.

- Provide administrative assistance, including preparation of contracts implementing unit activities, e.g., Agreement for Performance of Work (APW), travel authorizations, security clearance, etc.

- Assist in the organization of trainings related to programme management.

- Assist the Director's office as needed in the coordination of the programme management network's activities, including meetings and videoconferences

- Provide administrative assistance to carrying out global processes, including programme budget development, operational planning, performance monitoring, resolutions costing, category and programme area networks strengthening.

- To perform other related duties as required or as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary school education or equivalent.
Desirable\: Additional relevant higher education an advantage.

Experience

Essential\: A minimum of five years of relevant practical experience in the administrative support for planning, monitoring or finance
Desirable\: Relevant experience in WHO, with a good knowledge of financial rules and regulations, procedures and practices of an organization in the UN system is an asset.

Skills

Training in accounting an asset.

Training in, or sound knowledge of administrative procedures.

Proficiency in the use of standard office software such as MS Word, Power Point, Excel, etc., ideally with training in online work planning and financial systems. Excellent computer skills.

Knowledge of the Enterprise management systems, the intranet and internet, sharepoint and datacol applications.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at CHF 74,343 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
