What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Assistance Division is providing field operations with strategic support and field expertise in 4 key areas: Economic Security, Health care services, Water & Habitat, as well as Weapon Contamination. Within the broader frame of the Digitalisation of Operations, the ICRC aims at replacing obsolete IT solutions currently used by Assistance staff, in a modular and step by step approach, and integrate a range of new solutions in its digital architecture. Intended solutions will serve the teams in the field that engage with the population affected by conflict, as well as Headquarters, ensuring integration of systems and data and its availability for follow up processes. Project and Activity Management (PAM) is one of the new core solutions and will allow Assistance staff to manage the portfolio of projects and activities in line with the RBM cycle. PAM will be integrated with various other ICRC information systems such as PMT, OSCAR and institutional BI. PAM will also be closely linked to and other major solutions, such as GIS to produce a global view of ICRC activities per geography, target population and/or program (or type of activity within a program), based on monitoring, situation analysis and contextual data. PAM will be developed in close collaboration with the Assistance Units, the identified dependent projects (Case Management i.a.) and the ICRC ICT Division.

Main duties and responsibilities

  • The Project Manager is a member of the Office of the Head of the Assistance Division. Under the supervision of the Portfolio manager (Division focal point for all Assistance IT related projects and initiatives), the PAM project manager will:
  • Manage the project from the plan to the closing phase, in compliance with the ICRC’s Project Management Guiding Framework and in coordination with IT teams and other linked projects and internal initiatives (in particular: RADAR, CIM architecture, Maintenance requests and roadmaps of OSCAR (notably OSCAR light, simplification of EPMT, Distribution tracking (OPDIR ECHO project), Evolution of PMT and institutional reporting, All projects of Assistance IS Program).
  • Maintain a global overview on the project progress and expected benefits, as well as a detailed view on the status of individual deliverables; more specifically, monitor and manage the evolution of the project scope, time, cost, risk and quality parameters.
  • Define and maintain a clear organisational structure for the project
  • Organize Steering Committees, report on the progress and the issues requiring escalation to the Steering Committee. Provide regular inputs to the PMO and other instances requiring information on the project progress.
  • Define and regularly update a detailed work plan, documenting and managing interdependencies and risks while ensuring that project controls and adequate risk mitigation measures are in place and regularly monitored;
  • Define and maintain a clear organisational structure for the project while ensuring that the scope of the project remains realistic and in line with expected benefits.

  • Organize, prepare, conduct, coordinate, facilitate, and report on all project management activities necessary to achieve the project’s objectives in accordance to the Project Management Framework;
  • Record project management information such as agendas, supporting documentation, minutes of meetings and decisions taken by the project team and the Steering Committee.
  • Ensure that PAM complies with the Data Protection framework and all other relevant frameworks outlined in the Assistance IS Program.
  • Work transversally within the Department of Operations to mobilize the relevant support and expertise to deliver the project while ensuring the support and coordination with key stakeholders in the field and at HQ;
  • Review/approve work plan of external service provider or consultancy contracted for the project;
  • Ensure that appropriate project communication and change management is performed and monitored;  lead the transition process around the project
  • Oversee and contributes to the production phase, the overall testing process (user acceptance tests) and the deployment at HQ and Field level, including end-user training
  • Perform lessons learned exercises and ensure the closure of the project.

Education and experience required

  • 5 years of professional experience, with a track record, in Project Management in the area of Information and Data Management Systems, Certification in Agile Project Management, PMP or PRINCE2 a must.
  • Confirmed experience and proven track record in development of Performance and quality management.
  • Good understanding of Data protection issues.
  • Experience in Business analysis.
  • Experience in risk and change management.
  • Fluency in English and French

Desired profile and skills

  • Change management and risk management is an asset.
  • Excellent interpersonal skills and capacity to integrate, and work, in a multidisciplinary environment
  • Excellent written and oral communication skills (with a well-developed ability to communicate complex concepts in non-technical terms)
  • Clear planning, project management capacities with a focus on strategic thinking, on prioritizing solutions and on delivering results
  • Strong analytical and organizational skills and ability to incorporate innovative
  • Proven ability to work and mobilise a team and ability to communicate easily with ICT technical teams and Business teams.
  • Experience with the ICRC, with the Red Cross and Red Crescent Movement or with other humanitarian organisation an asset.
  • Capacity to negotiate with and influence a wide range of stakeholders
  • Capacity to work under pressure.
  • Proven ability to work in a team, mobilise and motivate.
  • Availability to undertake short field missions.
