UNICEF’s Preparedness for Emergency Response Procedure was issued on 31 December 2016. The Procedure explains what all UNICEF Offices must do to prepare to respond in the event of a humanitarian crisis, starting from a ten-point checklist of Minimum Preparedness Actions and Standards. 

To support UNICEF Offices in better planning and monitoring preparedness, a new Emergency Preparedness Platform (EPP) was developed to replace the Early Warning Early Action (EWEA) platform. The EPP is the primary tool for the implementation of UNICEF Procedure on Preparedness for Emergency Response. It guides offices through a logical process of analysis and decision making so they can easily see what actions they need to take to improve their preparedness.  Offices must use the EPP to monitor risks at least every six months, and to define UNICEF’s role in an emergency and preparedness actions at least annually.  All offices are expected to make a rigorous self-assessment of their progress; ROs and HQ will provide quality control. 

Country Offices have 31 May 2018 to migrate from the EWEA platform to the EPP and until 31 August 2018 to meet the Minimum Preparedness Standards.

While COs onboard into the EPP, HQ needs to provide spot check on priority countries to ensure that: a) plans meet at least minimum quality requirements; b) the use of the EPP is consistent across region; and c) learning on the use of the EPP is gathered and discussed with key stakeholders

At the same time, EMOPS needs to

  • assess the effectiveness of preparedness in countries affected by major crises (at least L2 and L3) during or after the first acute phase of the response.
  • Identify, document and disseminate good practices, lessons learned and areas for improvement

 

How can you make a difference?

OBJECTIVES

The consultant will work closely with EMOPS/HFSS Emergency Preparedness team to:

  • Assess the quality of EPP plans developed by select country offices and provide feedback through spot checks in the EPP
  • Analyse of the preparedness effectiveness.
  • Support knowledge management on preparedness and EPP

 

RESPONSIBILITIES

Planning

  • Develop a work plan and methodology to meet the objectives of the consultancy

Spot checks in the EPP

  • Support the testing and finalization of the minimum quality requirements for EPP plans (Quality Assurance checklist) in collaboration with regional and HQ Preparedness Focal Points (PFPs)
  • Coordinate the assessment of the quality of selected EPP plans by relevant HQ Divisions’ PFPs; produce feedback; and coordinate the devolution of feedback to ROs and COs (as appropriate).
  • Assess the quality of additional EPP plans for EMOPS; provide feedback to EMOPS, ROs and COs (as appropriate).

Analysis of preparedness effectiveness

  • Support the testing and finalization of the simple tool to assess preparedness effectiveness in collaboration with regional and HQ Preparedness Focal Points (PFPs)
  • Coordinate with EMOPS, RO, CO and other relevant stakeholders the analysis of the preparedness effectiveness after the first phase of selected major emergency responses (L3 and L2)
  • Document the value of preparedness for the response

Knowledge Management

  • Identify, document and disseminate global good practices, lessons learned and areas for improvements based on the EPP spot checks, the analysis of preparedness effectiveness and conversations with key stakeholders.
  • Produce recommendations for the improvement of the Preparedness Procedure, and the approaches adopted by HQ and ROs.
  • Provide EMOPS with feedback on the EPP, specifically on areas for improvement and new features.
  • Participate in the global learning workshop (tentatively scheduled in September).
  • Any other task agreed with the supervisor

KEY DELIVERABLES

  • Revised Quality Assurance checklist
  • Revised tool to assess preparedness effectiveness
  • Spot check reports for selected COs
  • Preparedness Effectiveness reports for selected crises
  • Short documentation of the value of preparedness for the response for selected emergencies
  • Short documentation of good practices, lessons learned and areas for improvement
  • Report on recommendations for improvement of preparedness procedure and EPP
  • Others as required

 

COMPETENCIES

  • Technical knowledge: experience in emergency preparedness and response; knowledge of relevant related IASC policies and programmes and the Transformative Agenda. Knowledge of UNICEF preparedness system, Risk Informed Programming (GRIP) and resilience approaches is an asset.
  • Drive for results: conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence when faced with difficulties.
  • Analysis: Excellent analytical skills. Demonstrate ability to integrate various information sources to develop quality analytical production with both attention to detail and the broader context.
  • Teamwork: Strong inter-personal skills demonstrated by the ability to lead and gain the assistance and cooperation of others in a team endeavor; ability to build trust and develop and maintain effective work relationships in a multi-ethnic environment with sensitivity and respect for diversity.
  • Communication: Excellent communication, negotiation and listening skills. Demonstrated ability to organize and facilitate multi-stakeholders meetings / consultations.

To qualify as an advocate for every child you will have…

  • Education: Advanced university degree (master's degree or equivalent) in education, social sciences, public policy or related. *First level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • Work Experience: Ten years progressively responsible professional experience mainly in preparedness and/or humanitarian action. Complementary experience in international development is an advantage. Experience working at regional and/or HQ level in addition to national in an emergency context, is an advantage. Experience in coordinating multi-stakeholder processes. Specialized training/experience in emergency preparedness/response management highly desirable. Prior work experience with UNICEF is a plus
  • Language Proficiency: Fluency in English is required. Knowledge of another UN language would be a strong asset.
