  1. Role and responsibilities

    The Water and Sanitation Officer is responsible for the coordination, implementation and monitoring of Water and Sanitation-related activities in informal settlements, providing support for Water and Sanitation-related activities for Community Support Projects in host communities within the Bekaa area.

    Generic responsibilities

    1. Monitor and report on the project activities and ensure compliance with plans and NRC standards
    2. Mobilize communities and community leaders for the water and sanitation activities
    3. Suggest new methods and approaches in order to improve the quality of the activities 
    4. Report all technical related concerns
    5. Carry out data collection as required
    6. Prepare and file relevant documents according to procedures
    7. Investigate and facilitate introduction of new technologies, methods and approaches in order to improve the quality of the Water and Sanitation activities and services
    8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
    9. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.

Specific responsibilities

  • Lead the coordination of all ITS Water and Sanitation activities according to strategy, proposals, budgets and work plans
  • Lead the field identification of areas of intervention related to Water and Sanitation in cooperation with the WASH Project Manager & WASH Project Coordinator, based on NRC’s guidelines
  • Design tailored solutions for the different areas of and types of intervention, taking into account the national WASH strategy standards, SPHERE standards and people with specific needs. Ensure that procurement, delivery and distribution of materials and equipment are timely and according to procedures
  • Support drafting necessary project documents according to agreed deadlines, including but not limited to project proposals, MoUs, weekly & monthly work plans, procurement plans, spending plans, M&E plans, risk matrices, O&M plans, periodic progress reports, etc., to ensure the projects meet NRC’s standards and expected quality
  • Develop detailed and accurate tender documentation including technical designs, drawings, Bill of Quantities, scope of work, quality assurance and other technical documentation necessary for project realization, focusing on cost-effective and evidence-based programming with high quality outputs
  • Support the Logistics department on tendering process, reviewing contractors and suppliers’ tender specifications, technical assessments and suppliers’ selection. Supervise contractor work during the implementation phase and ensure excellent implementation quality
  • Deliver WASH technical trainings to WASH committees and closely involve communities and community leaders when working in informal settlements, including beneficiary satisfaction monitoring
  • Supervise, train and develop the Water and Sanitation team spirit & technical capacity both on team and individual level.
  • Develop external relationships with municipalities, beneficiaries, contractors, ministries, regional water establishments and other relevant stakeholders. Ensure a constructive coordination & cooperation with the local authorities and other international NGOs (WASH and Health) as well as UN agencies.
  • Coordinate with Security department, municipalities and MSA on the access of new areas of intervention

     

    Critical interfaces

    Other departments/units within NRC:

  • WASH: ensure synergies with all departments within WASH to ensure a comprehensive WASH response within NRC, particularly with the Community Support Projects team, the Hygiene Promotion team, the database team and the water quality focal point
  • Shelter: support WASH activities in Small Shelter Units if requested
  • Community Management and Coordination: ensure that referrals from CMC are taken into consideration and followed up
  • Information, Counselling and Legal Assistance: ensure that the Water and Sanitation team is able to deal with referral cases and follow up communication
  • Education: support the education team with Water and Sanitation-related activities in education centers in common areas if requested
  • Protection: ensure protection mainstreaming in WASH activities, designs and facilities

    Outside NRC:

  • Land owners: close collaboration for identifying opportunities of sustainable WASH infrastructure in informal settlements
  • Local authorities: close collaboration across the whole project phase for information, approval & follow up purposes
  • Interagency coordination: international and national NGOs working in WASH or other sectors, UN bodies, Bekaa Water Establishment as requested

     

  1. Competencies

Professional competencies

  • Master/Bachelor degree or equivalent in Civil, Mechanical, Environmental or Public Health Engineering
  • Minimum 2 years of relevant experience working in Water and Sanitation Project in a humanitarian/recovery context
  • Experience in plumbing, water networks, and sewage network connections
  • Experience in WASH projects implemented in informal settlements and urban settlements 
  • Knowledge of the context of refugees in informal settlements and urban settlements

  • Experience with start-up of projects
  • Proficiency in MS Office (Word, Excel, PowerPoint)
  • Certificate or proven experience in computer-aided design (e.g. AutoCAD, Solidworks) is a plus

  • Experience with Mobile Data Collection (KoboCollect)
  • Proficiency in English & Arabic both written and spoken
