Purpose

The Delegate will lead the development and design of the capacity building activities required for the relevant local institutions in the Georgia context, for them to sustainably and autonomously manage the file of persons who went missing as a consequence of the 90’s and 2008 conflicts.  

In the frame of the ICRC delegation 5-year strategy on the Missing (2017-2021) - beyond which the ICRC direct involvement in the file will be reduced, his/her scope of work will consist in supporting and guiding local institutions on issues such as the elaboration of a data management system, the sustainable development of a structured forensic action, the long-term support to Families of Missing persons, the establishment of a functional local mechanism in charge of the future coordination of relevant institutions' response to the Missing persons and their families.

 

Accountabilities & Functional responsibilities

Under the supervision of the Coordinator in charge of the ICRC Programme on the Missing file and with the contribution of the various ICRC Missing team experts, s/he will: 

· Identify the needs of local authorities and institutions involved in the Missing file in the Georgia context, on which local capacities require the development of know-how, technical skills, and policy decision making processes at political level; 

· Design and develop an integrated capacity building strategy for the Georgia context in the fields of establishing a Government structure mandated to deal with the Missing file, a sustainable data management system, a structured long-term support to the families of missing persons and a viable locally led forensic process; 

· Coordinate the implementation of the established strategy and act as the ICRC focal point on it for partner local authorities and institutions, ensuring regular dialogue, technical advice, effective cooperation and participative planning of all related activities;  

· Act as internal technical adviser on the implementation of the established strategy, ensuring coaching, training and close coordination amongst the three ICRC structures active on the Missing file in the Georgia context and the concerned ICRC expert staff; 

· Supervise 1 HR (Capacity Building Field Officer); 

· Analyse, monitor, report, draw lessons on a yearly basis from the implementation of the capacity building strategy in the Georgia context; 

 

 

Scope & Impact

  • In charge of managing the capacity building component of the ICRC 5-year strategy on the Missing, in close cooperation with ICRC data managers, psycho-social specialists, forensic experts (will play a convener role in line with the set up and organization of the Missing department within the delegation).
  • Remit: local and national

Relationships

  • Frequent internal contacts on matters related to the Missing file
  • At external level, has a network of interlocutors at local and national level, such as the various authorities (Commission for the Missing or any official Mechanism related to the missing file, Family Associations, Families of missing persons, etc.)

Certifications / Education required

  • Master degree in public/business administration;
  • Organisational development specialisation an asset;
  • Fluent knowledge of English; French (not compulsary); a third language such as Russian is an asset.

Desired profile and skills

  • Strong skills in capacity building processes, including training for a range of audiences from community and local to national levels, programme design, facilitation, use of participatory techniques;      
  • Ability to elaborate analytical and strategic documents and planning;
  • Strong presentation, writing and negotiation skills, including the ability to elaborate guidance, terms of reference, grant proposals;
  • Practical knowledge of project management and experience in planning, monitoring, evaluation processes;
  • Ability to work in a team in a multicultural environment;
  • Excellent interpersonal, communication, diplomacy and organizational skills.

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
