Context:

Under the direct supervision of the Chief of Mission (CoM) in Manila, Philippines and in close collaboration with the Regional Field Security Officer (RFSO-AP) at the Regional Office (RO) for the Asia Pacific Region, based in Bangkok and in cooperation with the programme managers; the successful candidate will be accountable and responsible for all security and safety matters related directly or indirectly to all IOM personnel and property in the Philippines. This role combines overall security management functions for the IOM Philippines mission as well as the IOM Manila Administrative Centre (MAC).

Core Functions / Responsibilities:

1. Develop, plan and implement strategies related to the Philippines offices security. Liaise regularly with the United Nations Department of Safety and Security (UNDSS) Philippines and with the Regional Field Security Officer (RFSO-AP) on emerging threats and specific country security conditions.

2. Maintain a positive working relationship with relevant IOM partners including Government of Philippines officials, Office of the. Presidential Adviser on the Peace Process (OPAPP) Officials, UNDSS, relevant Embassy officials, related United Nations Agencies Funds and Programmes (AFP’s) and other key partners relevant to IOM’s mission and programmes. Page 1 / 43. Provide accurate and up to date assessments of the security situation in the Philippines and advise the CoM on how to mitigate against identified threats and risk levels. Produce a Security Risk Assessment of all IOM premises indicating the identified threats and provide recommendations to the CoM.

4. Review and monitor the level of MOSS and MORSS compliance in the various IOM Philippines offices and effectively address all non-compliance findings.

5. Collaborate as required with the RFSO-AP and UNDSS regarding all aspects of risk/threat analysis.

6. Attend as an observer all UNDSS Security Management Team (SMT`s) and security cell meetings as a member of the in-country security community. Liaise with the RFSO-AP and the Head of Staff Security Unit (SSU), regarding relevant security matters. Represent the CoM in her/his absence at UNDSS SMT meetings.

7. Develop and provide UNDSS and IOM specific safety/security briefings for IOM staff deployed to and travelling within the Mission. Ensure regular updating of staff and coordinate travel security for the Mission relating to IOM operations.

8. Ensure that all relevant safety/security information is disseminated in timely manner to all IOM Philippines offices and staff.

9. Liaise on all aspects of general mission safety/security with relevant partners, UNDSS and as required the host government.

10. Share relevant security threat information (STI) with the IOM SSU Communication Centre (COMCEN) as well as with the SSU analyst for the Asia Pacific at the IOM Security Information Operations Cell (SIOC).

11. Develop, introduce and provide staff training on relevant safety and security management procedures related to the safety and security of IOM staff and the protection of IOM assets, partners and beneficiaries.

12. Develop and maintain an effective IOM Philippines specific country wide warden system to ensure accountability for all staff in the event of a security emergency or natural disaster. 13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and /or Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. • Equivalent studies in the National Armed or Security forces of country of residence with seven years of relevant professional experience.

Experience

• Experience in Security management, business continuity, processing and emergency response;

• Comprehensive understanding of the UNSMS system and exhibit the ability to work with UNDSS in the field and other UN AFP’s;

• Working knowledge of IOM operations;

Page 2 / 4• Proven ability to collaborate with senior military and government counterparts; • Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment;

• Familiarity with the Asia Pacific context and previous working experience in the region an advantage.

Languages

Fluency in English is required.
